Looking from the Chu Hao case: Party discipline must be strict and fair
With many erroneous views and wrongdoings, Mr. Chu Hao no longer meets the standards and qualifications to stand in the Party's ranks, and is not worthy of the title of communist party member.

Mr. Chu Hao's violations are manifested in political and ideological degradation, "self-evolution," "self-transformation," and fading ideals.
This decision once again affirms that Party discipline is always fair and strict. Anyone who violates the law must be punished, regardless of whether the Party member is a high-ranking official or an ordinary Party member, incumbent or retired.
Not implementing the right principles and purposes
According to the Notice of the Central Inspection Committee, in his position as Director-Editor-in-Chief, Mr. Chu Hao was primarily responsible for the publication by Tri Thuc Publishing House of a number of books with content contrary to the views, policies and guidelines of the Party and State, violating the Publishing Law, which were handled, recalled and destroyed by the authorities.
It should have adhered to the motto and purpose of "Propaganda, popularization of the viewpoints, guidelines, and policies of the Party and State, scientific and technological achievements applied to the fields of production, life, education, contributing to improving people's knowledge and the cause of industrialization and modernization of the country," but Mr. Chu Hao, as the head of Tri Thuc Publishing House, published many books with political and ideological content that went against the viewpoints, guidelines, and policies of our Party and State.

Those violations and shortcomings of Mr. Chu Hao should have been severely punished. However, considering his achievements and contributions, Mr. Chu Hao was exempted from disciplinary action in the previous period. The directing and managing agencies reminded and requested Mr. Chu Hao to review and learn from his shortcomings and shortcomings and take corrective measures to properly implement the principles and goals of the Publishing House.
But then, from 2009 to 2018, Mr. Chu Hao continued to publish books with violating content, with a total of 24 publications that had to be handled, including 2 books with serious political and ideological violations, banned from publication; 17 books with violations, had to be edited in detail, and submitted for deposit before publication; 5 books were not allowed to be reprinted, with content containing comments and assessments lacking scientific basis, and controversial issues that were not beneficial to ideological work.
Thus, it can be seen that Mr. Chu Hao has deliberately violated for a long time, not properly implementing the principles and purposes of the Publishing House of which he is the head.
Violating the qualifications, standards of party members and regulations on what party members are not allowed to do
As a party member, a scientist, and a former senior leader of the Party and the State, Mr. Chu Hao did not fulfill his duties as a party member in speaking, writing, and acting according to the Party's Platform, Statutes, Resolutions, and Directives, and the State's laws, and distributed many articles and gave interviews that went against the Party's viewpoints and policies.
The first regulations in the Charter of the Communist Party of Vietnam clearly stated that the duty of a Party member is to be absolutely loyal to the Party's revolutionary ideals and goals, strictly comply with the Party's Political Platform, Party Charter, resolutions and directives, and the State's laws; successfully complete assigned tasks; and absolutely obey the Party's assignment and mobilization.
As a member of the Party organization, Mr. Chu Hao has the responsibility to seriously implement, organize, and mobilize Party members and the masses to implement the Party's resolutions and directives and the State's laws. However, for a long time, he directly participated in signing and mobilizing people to sign letters of suggestion, open letters, petitions... with many contents contrary to the Party's guidelines and viewpoints, allowing bad elements to take advantage of it to slander and distort the truth, affecting the prestige and leadership role of the Party, the State's management, negatively impacting the security and order situation of the country and the people's trust in the Party and the State.
Among them, the "Petition on amending the 1992 Constitution" raised 7 recommendations focusing on three core issues: Demanding the abolition of the leadership role of the Communist Party of Vietnam in Article 4 of the Constitution; requesting the implementation of political pluralism and multi-party opposition; demanding non-political status for the armed forces, which Mr. Chu Hao directly signed.
Mr. Chu Hao's actions seriously violated the Party's resolutions, directives, and regulations, clearly demonstrating the political and ideological degradation, "self-evolution," and "self-transformation" that the Resolution of the 12th Central Committee, Session 4, clearly pointed out. These are manifestations of fading revolutionary ideals; wavering and declining faith in the goals of national independence and socialism; skepticism and lack of confidence in Marxism-Leninism; denial of socialist democracy and the socialist rule of law state; demands to implement the "separation of three powers" institution and develop "civil society"; speaking, writing, and acting against the Party's viewpoints, policies, and guidelines, and the State's policies and laws; belittling and denying revolutionary achievements; exaggerating the shortcomings of the Party and the State, etc.
Going even further, Mr. Chu Hao also directly sent and distributed to his friends articles that were contrary to the Party's viewpoints, petitions with sensitive content, causing negative impacts on social ideology.
Mr. Chu Hao's behavior violates Point 2 of Directive No. 64-CT/TW of the 8th Politburo, requiring all cadres and party members to strictly comply with speech discipline, strictly prohibit the dissemination of false information, and not take advantage of participating in contributing ideas to build the Party to spread news, public opinion, distribute documents or incite others to spread public opinion, distribute documents with viewpoints contrary to the guidelines, policies and guidelines of the Party and State.
With such erroneous views and wrongdoings, Mr. Chu Hao no longer meets the standards and qualifications to stand in the Party's ranks, and is not worthy of the title of communist party member.
Article 7, Regulation No. 102/QD-TW issued by the Politburo at the end of 2017 clearly stipulates: Party members who intentionally speak or write content that distorts the truth, denies the leadership role and revolutionary achievements of the Party and the nation; refutes and denies Marxism-Leninism, Ho Chi Minh thought, etc. will be expelled from the Party.
There is no such thing as intellectual discrimination.
Mr. Chu Hao was born into a family with a rich revolutionary tradition. During the arduous and fierce war years, he was still favored by the Party and the State, creating conditions for him to study and work abroad in the Soviet Union for many years. Later, he held many important positions, including being Deputy Minister of Science and Technology.
With his profound knowledge and experience, he could have chosen a more suitable and correct way to promote his role as a true intellectual, contributing more and more practically to the country. But unfortunately, facing the existing problems, limitations, and inevitable problems arising in the process of development, Mr. Chu Hao chose the wrong method in thinking and acting, going against the goals and ideals of the Party, violating the duties of a Party member.
Intellectuals are the elite class, the precious capital of the nation. Throughout the process of leading the revolution since its inception, our Party has always attached importance to the intellectual team by issuing and implementing many policies to build and promote the role of the intellectual team.
As an outstanding representative of the intellectuals in the Party, more than anyone else, intellectual Party members need to be "upright-minded," have "a firm stance, correct viewpoints, clear thinking, and democratic style," as President Ho Chi Minh once advised; and cannot go against or violate the Party's guidelines and viewpoints, or the path of the Fatherland and the people.
Party discipline must be fair and strict, regardless of whether the party member is an incumbent or retired, a party member is an ordinary worker or a leader or scientist. Anyone who violates the law must be dealt with strictly; if there is a violation of the law, it must be dealt with in accordance with the law.
Disciplining intellectual party members who violate the principles is not a declaration of war or discrimination against intellectuals, but to strictly maintain Party discipline. This is also a necessary task for all party members to reflect on themselves, correct themselves, see more clearly the responsibilities and obligations of party members, and contribute more effectively to the cause of building and defending the socialist Vietnamese Fatherland./.
