During the week of April 17th to 24th, Nghe An Newspaper received complaints, denunciations, and feedback from the following citizens:

- Mr. Le Thanh Hai, residing in Block 6, Tan Ky Town, Tan Ky District, reported that his family owed Ms. Phan Thi Sau in Block 2, Tan Ky Town, 19.9 million VND. Instead of collecting the debt as agreed, Ms. Sau's family forged documents to have the Tax Department transfer land use rights from Mr. and Mrs. Hai's names to Ms. Sau. The matter was subsequently suspended; the court also returned the lawsuit. However, when Mr. and Mrs. Hai returned their house, Ms. Sau hired thugs to vandalize it, preventing them from living there. Mr. and Mrs. Hai have repeatedly reported and complained to the commune authorities and the district police, but the issue remains unresolved.

- Ms. Nguyen Thi Thuy, residing in Block 9, Truong Thi Ward, Vinh City, continues to file a complaint regarding the fact that she and her husband, Nguyen Duc Thao, a war invalid, were given land by their parents to build a house within the family's property in 1995. Now, due to her husband's disability and his family conflicts, her mother-in-law and siblings have changed their minds and refused to give them the land, preventing them from completing the procedures to obtain a separate land use right certificate. On the contrary, they have physically assaulted and evicted her from the house. The case has been investigated by the People's Committee of the ward and Vinh City, but due to family conflicts, resolving Ms. Thuy's housing rights remains very difficult.

- Mr. Hoang Hai Hung, residing in Block 15, Hung Nguyen Town, Hung Nguyen District, a former technical officer at Hung Nguyen Telecommunications Station, reported the theft and resale of cables. He stated that he had filed a complaint with Nghe An Telecommunications and the Hung Nguyen District Police, but the matter remains unresolved. He explained that while he was disciplined for causing a loss of 8 million VND, the leaders of the district telecommunications station bear greater responsibility, causing more damage, and were detained by the police for 9 days without any further action being taken.

- A reader from Do Luong III High School, Do Luong District, reported that the Veterans' Association branch at the school admitted many unqualified members; the Veterans' Association was established without proper approval. The association has been in existence for four years but has only held two meetings (according to regulations, the branch should meet at least once every three months). Furthermore, after joining the association, some veteran members violated ethical standards and showed irresponsibility; the district Veterans' Association was aware of the issue but, due to cover-ups and leniency, has not yet taken decisive action or reached a conclusion.

- Mr. Ho Tien Hoa, a war invalid from Hamlet 8, Quynh Luong Commune, Quynh Luu District, continues to complain about the fact that relatives and family members of Mr. Bui Duy Thang, a police officer from Quynh Luong Commune, cut down the coastal protection trees planted by his family on land allocated to them by the hamlet and commune in 2002, causing damage to some trees and crops; when his family protested, they were threatened... Following a request from Nghe An Newspaper for the Quynh Luu District People's Committee to investigate and resolve the matter, the District People's Committee reported the results of the investigation, holding Mr. Bui Duy Thang accountable and ordering him to compensate Mr. Ho Tien Hoa for the damage to the trees and crops.

Over the past week, Nghe An Newspaper received the following response from relevant authorities:

- Document No. 179/TB-VKS dated April 3, 2012, from the People's Procuracy of Quynh Luu District, responding to the complaint of Ms. Le Thi Thanh, residing in Block 4, Cau Giat Town, which Nghe An Newspaper forwarded. This case was adjudicated by the District Court, the judgment is effective, and the case was assigned to the District Civil Enforcement Agency, but the organization of the resolution was delayed. However, since this case does not fall under the jurisdiction of the District Procuracy, the Procuracy forwarded it to the Head of the District Civil Enforcement Agency for resolution according to their authority. Nevertheless, this is a complaint regarding the enforcement agency's failure to properly enforce the judgment according to the law. The People's Procuracy is the agency responsible for supervising the enforcement of the law in the area, so Nghe An Newspaper forwarded it to the District Procuracy for monitoring and follow-up.

+ Document No. 43/CV-UBKT dated April 12, 2012, from the Inspection Committee of the Yen Thanh District Party Committee, responding to the complaint and petition of Mr. Ho Duc Quyen, Bac Vuc hamlet, Do Thanh commune, Yen Thanh district, which was forwarded by Nghe An Newspaper. The Inspection Committee of the District Party Committee stated: After receiving the document from Nghe An Newspaper, and after reviewing the petition, based on the regulations of the Party Charter and the Law on Complaints and Denunciations, the Inspection Committee of the District Party Committee forwarded the petition to the Head of the District Police for resolution and reporting the results back to the Inspection Committee of the District Party Committee to respond to the citizen. Based on the verification report No. 954/BC-CAH of the Yen Thanh District Police, it was concluded that: Mr. Quyen's two encounters with Comrade Cuong, Deputy Secretary and Chairman of the People's Committee of Do Thanh commune, were true, and Comrade Cuong's tactless remarks to Mr. Quyen were also true. Regarding the allegations that Comrade Cuong threatened to shoot Mr. Quyển on November 15, 2011, and strangled him on November 18, 2011, there is no basis for drawing a conclusion.

Following the directives of the Standing Committee of the District Party Committee, on November 10, 2011, the District Party Committee's Inspection Committee issued a decision to investigate signs of violations by Comrade Ho Chi Cuong, Deputy Secretary and Chairman of the People's Committee of Do Thanh Commune. On February 27, 2012, the Standing Committee of the District Party Committee issued a decision to impose a reprimand on Comrade Ho Chi Cuong.

Nghe An Newspaper has forwarded the following cases to the relevant authorities:

- Referral slip No. 167/PC.BĐ.BNA dated April 15th to the Chairman of the People's Committee of Quỳ Hợp District, the Chief Inspector, and the Head of the Internal Affairs Department of Quỳ Hợp District for consideration and resolution of complaints regarding the distribution and misuse of relief rice in Dinh Hamlet, Tam Hợp Commune; and the process of nominating and electing hamlet leaders for the 2012-2015 term in Minh Trường Hamlet, Minh Hợp Commune, Quỳ Hợp District.

- Referral slip No. 166/PC.BĐ.BNA dated April 16th to the Chief Prosecutor of Dien Chau District People's Procuracy, the Chief Prosecutor of the Provincial People's Procuracy, and the Chief Justice of the Provincial People's Court regarding the complaint of Mr. Le Van Mao, Hamlet 14, Dien Yen Commune, Dien Chau District.
