During the week of August 7-14, Nghe An Newspaper received the following complaints, denunciations, and suggestions:

- Mr. Phung Ngoc Hung, residing in Block 8, Nghi Huong Ward, Cua Lo Town, petitioned regarding the fact that in May 1992, his family reclaimed land to establish a garden and build a house on an area of ​​12,000 m2, which they have used stably without dispute since then. In 1996, the Nghi Huong Commune People's Committee collected land use fees, and the family has paid land and house taxes in full every year. In September 2011, the family submitted an application to the Ward People's Committee and the Town People's Committee requesting a land use right certificate, but the Ward People's Committee claimed that the family was encroaching on public land and therefore refused to process the application.

- Ms. Nguyen Thi Mui, residing in Hong Thinh hamlet, Dien Hong commune, Dien Chau district, reported that her family has managed and used land since 1965, totaling over 3,000 m2, of which approximately 200 m2 is residential land. Later, due to their children getting married, the parents allowed their children to live separately, including their son, Tran Van Son. However, after that, her son and his wife were allocated other land along National Highway 1A, so they no longer live on the land given to them by their parents. The son and his wife then used the land use rights certificate in their name (given by their parents) to transfer ownership to others without their parents' consent…

- Mr. Nguyen Huu Luong, residing in Hamlet 11, Thanh Duong Commune, Thanh Chuong District, inquired about a matter he addressed in 2008. He submitted a petition requesting permission to establish stable production on his hillside land. He paid 3 million VND to the Commune People's Committee pending the issuance of a land use rights certificate. However, four years have passed since then, and his family has received no response or resolution. He is unsure what the aforementioned fee was for.

- Ms. Nguyen Thi Hieu, residing in Hamlet 4, Yen Thanh Town, Yen Thanh District, complained about disagreeing with the compensation price of 67.5 million VND/500 m2 of land paid to her by the District People's Committee when her land was confiscated for the implementation of the Export Garment Factory project. The reason is that this project does not fall under the category of land confiscation by the State (for national and public interest) but is an investment project, and the investor must negotiate with the households whose land is confiscated according to the provisions of the Land Law and Government Decrees 197/CP, 84/CP, and 69/CP. The project is currently in the land leveling phase, but many residents disagree with the way the authorities have handled and resolved the issue.

- Mr. Nguyen Nhan Thong, residing in Hamlet 11, Nghi Kim Commune, Vinh City, complained that the land allocated to his family by the State for residential and agricultural purposes since 1994 has been partially reclaimed by the hamlet and commune authorities for road construction without compensation…

Editorial Board & Readers

During the week, Nghe An Newspaper received the following replies and responses:

- Document No. 97/TĐKT-NVH dated August 8, 2012, from the Emulation and Commendation Board, responding to the document forwarded by Nghe An Newspaper following the request of Mr. Nhu Si Phuong, Quynh Hoa commune, Quynh Luu district, regarding the proposal to posthumously award the title of Heroic Vietnamese Mother to Ms. Nhu Thi Luong. The response states that the application received by Mr. and Mrs. Phuong included Presentation No. 1178/TTr-UBND dated September 9, 2010, from the People's Committee of Quynh Luu district, proposing the posthumous awarding of the title of Heroic Vietnamese Mother to Ms. Nhu Thi Luong, Quynh Hoa commune, Quynh Luu district, the mother of martyr Van Duc Thung, her only son who sacrificed his life in the resistance war against the US for national liberation. The Provincial Emulation and Commendation Board has reviewed the application and submitted Document No. 183/BTĐKT.NVH dated September 17, 2010 to the Provincial People's Committee. The Provincial People's Committee then submitted Document No. 5886/UBND.TĐ dated September 23, 2010 to the Prime Minister (via the Central Emulation and Commendation Board). Due to the application process requiring input from the Ministries of National Defense and Labour, Invalids and Social Affairs, no results have been obtained to date.

For cases where pending applications have been submitted to the Central Government requesting the awarding and posthumous awarding of the title of Heroic Vietnamese Mother, the Provincial Emulation and Commendation Board will continue to work with the competent Central agencies to request resolution.

Nghe An Newspaper forwarded the official letter along with the case files to the relevant authorities:

- Referral slip No. 374/PC.BĐ.BNA dated August 6th to the Chief Inspector of Nghe An province and the Chairman of the People's Committee of Nghi Loc district, reflecting the complaint and denunciation of Mr. Nguyen Cong Lam, Thai Hoa hamlet, Nghi Thai commune, Nghi Loc district.

- Referral slip No. 375/PC.BĐ.BNA dated August 7th to the Chairman of the Inspection Committee of Thai Hoa Town Party Committee reflects the feedback and recommendations of Mr. Hoang Van On, Hamlet 14, Nghia Thuan Commune, Thai Hoa Town.

- Referral slip No. 381/PC.BĐ.BNA dated August 10th to the Provincial People's Committee and the Department of Internal Affairs for consideration of a petition from an athlete and coach belonging to the Sports Training Center.
