* From February 6th to February 12th, 2014, Nghe An Newspaper received the following complaints and denunciations:

- Mr. Hoang Van Binh, a resident of Hamlet 4, Nghi Kim Commune, Vinh City, accused Mr. Dang Tho Tuong, an official of Nghi Kim Commune, Vinh City, of abusing his position and authority to seize agricultural land belonging to his family and several other households to create private ponds. Following numerous letters from citizens to relevant authorities and many official requests for resolution from the Provincial People's Committee to the Vinh City People's Committee, on September 13, 2013, the city's inspection team invited 11 households whose land had been seized in the Bau Tron field to a meeting. The residents requested a thorough review and appropriate handling of two issues: abuse of power in land conversion projects to seize land and misuse of land. However, the inspection team's conclusions were unconvincing, and the residents disagreed.

- Mr. Nguyen Hoang Te, a resident of Hamlet 8, Nhan Son Commune, Do Luong District, has filed a complaint alleging that the Chairman, land administration officials, head, deputy head, and police officers of Nhan Son Commune, Do Luong District, have violated land use rights and illegally exploited resources; and illegally detained people.

* Last week, Nghe An Newspaper received the following official letter:

- Received Transfer Slip No. 25/PC.BD/BNA dated January 14, 2014, to the People's Committee of Nghi Kim Commune regarding the complaint of Mr. Nguyen Quang Vien, a resident of Hamlet 8, Nghi Kim Commune, Vinh City, accusing Mr. Nguyen Duc Phuoc (a fellow villager) of assaulting, injuring, and stealing Mr. Vien's bicycle.

On January 20, 2014, the People's Committee of Nghi Kim commune issued Official Letter No. 12/UBND-CA responding to the matter as follows:

The incident occurred at 5 PM on December 28, 2013, at the Con Nha Truong land area (located in Hamlet 11, Nghi Kim Commune, Vinh City). Upon the incident, the Nghi Kim Commune Police recorded the event, conducted an investigation to clarify the facts, and handled the case objectively, providing a response to the citizen.

On January 13, 2014, the Nghi Kim commune police invited Mr. Nguyen Quang Vien and Mr. Nguyen Duc Phuoc to the commune police office to resolve the matter.

Based on the opinions of the relevant members and the case file collected by the police, considering the nature and content of the incident, the Nghi Kim Commune Police conclude:

1. Mr. Nguyen Quang Vien's accusation that Mr. Nguyen Duc Phuoc assaulted him is unfounded because hospital records show chronic and neurological illnesses and no physical injuries, and witnesses did not see Mr. Nguyen Duc Phuoc assaulting Mr. Vien.

2. The act of stealing the bicycle did not occur because after the incident, Mr. Nguyen Duc Phuoc called the police to file a report, and the police confiscated the bicycle at the scene. Mr. Phuoc's motive for keeping Mr. Vien's bicycle was to invite the commune police to investigate, not to steal it.

3. Mr. Phuoc's digging holes to bury boundary markers on the Con Nha Truong plot of land is correct because it is legally owned by Mr. Nguyen Duoc Phuoc according to the Land Use Right Certificate and the transfer contract, and the land cadastral officer directly assigned the markers for Mr. Phuoc to bury.

4. Mr. Nguyen Quang Vien argues that the claim that the 2,000 square meters of land at Con Nha Truong, Hamlet 11, Nghi Kim, is located on the plot where Mr. Phuoc planted boundary markers is unfounded because he has filed complaints for many years and has received responses from competent authorities stating that his complaints lack basis and grounds. Specifically, on August 5, 2010, the People's Committee of Nghe An province responded that there was no legal basis for the claim.

The commune police assigned Mr. Nguyen Quang Vien the responsibility of not infringing upon the legitimate rights of Mr. Nguyen Duc Phuoc; both parties must ensure security and order in the residential area.

This conclusion was publicly presented and approved by the commune police at the meeting, but Mr. Nguyen Quang Vien disagreed. He is now continuing to file complaints with relevant authorities and the Nghe An Newspaper.
