(Baonghean.vn) - Two groups of issues discussed by the provincial People's Council delegates at Group 2 were related to inadequacies in implementing policies and regimes for cadres working in communes and hamlets and policies on investment in agricultural development.

Inadequacies in policies for heads of hamlet-level organizations

The issue that many delegates were interested in discussing at Group 2 was related to the draft resolution amending and supplementing a number of articles of Resolution No. 22/2019/NQ-HDND, dated December 12, 2019 of theProvincial People's Councilon the number, titles, allowances, regimes and policies for part-time workers and other subjects in communes, wards, towns, hamlets, blocks and villages in the province.

According to delegate Nguyen Cong Van (Nghi Loc district), the position, role, and responsibility of the branches and youth unions in the block, hamlet, and village are very heavy; from participating in security and order teams, environmental teams, mass mobilization teams, community Covid teams..., especially building new rural areas with many jobs to hand. But the proposed compensation level to support this team is only 350,000 - 400,000 VND/person/month (depending on the type of hamlet), which is too low.

Comparing the work of the positions of police officers, village team leaders, and village nurses who currently receive monthly allowances, delegate Nguyen Cong Van proposed that the training should be replaced with monthly allowances and the level of allowances should be raised higher than that of police officers, village team leaders, and village nurses.Branch Presidentorganizations in the block, hamlet, village.

Agreeing with the opinion of delegate Nguyen Cong Van, delegate Dang Thi Thanh (Dien Chau district) reflected on the reality that after the merger, many hamlets had increased household size, from 150 - 200 households to 350 - 400, even some hamlets had nearly 600 households, accordingly the number of members and union members was larger, the area of ​​operation was wider; therefore, it was proposed that the province continue to study to increase the regime for branch heads and branch secretaries in blocks, hamlets and villages.

Delegates Ho Sy Nguyet - Vice Chairman of the People's Council of Quynh Luu district and Nguyen Duc Hong (Yen Thanh district) said that, in addition to adding two positions of veterinary and plant protection - agricultural extension - forestry extension, the province needs to study and add the position of managing cultural houses and commune radio stations. Because people doing this work are required to have the ability to write and read, so arranging for cultural civil servants to hold concurrent positions is difficult to ensure good performance.

Some delegates also said that adding two positions of veterinary and plant protection but not adjusting the number and total allowance for non-professional workers at the commune level will cause difficulties for the grassroots in arranging and organizing. Therefore, it is recommended that the province study and continue to adjust and supplement in accordance with practical requirements, contributing to the good implementation of tasks at the grassroots level.

The issues raised by the delegates were explained and affirmed by Mr. Tran Quoc Chung - Deputy Director of the Department of Home Affairs, advising the Provincial People's Committee to submit to the Provincial People's Council to approve Resolution No. 22/2019/NQ-HDND on the basis of closely following the regulations of the Central Government, including Decree No. 34/2019/ND-CP, dated April 24, 2019 of the Government. Therefore, to fundamentally change the policies related to the number and regime for people working in communes and hamlets, the only way is to continue to propose the Central Government to amend.

Regarding the number of non-professional staff at the commune level, although Decree No. 34/2019/ND-CP stipulates that 14 people (type I commune), 12 people (type II commune) and 10 people (type III commune) can be arranged, Resolution No. 22/2019/NQ-HDND only stipulates the arrangement of 12 people (type I commune), 11 people (type II commune) and 10 people (type III commune) to increase the allowance level for this force in the total allowance fund as prescribed in Decree No. 34/2019/ND-CP.

Mr. Tran Quoc Chung also said that currently, in localities, only 9 positions are arranged and when adding 2 positions of veterinary and plant protection, only type III communes must arrange 1 person to hold the position concurrently.

There needs to be strong enough policies for agriculture.

Besides the policy for commune and hamlet officials, delegates at Group 2 also discussed many issues of investment for development.agriculture.

Delegate Le Thi Kim Chung (Quynh Luu district) raised concerns that in agriculture, Nghe An is always ahead in building many agricultural economic models, but lags behind in efficiency; agricultural products are not competitive enough.

Therefore, it is recommended that the Provincial People's Council and the Provincial People's Committee have strong enough policies, at the same time, direct strongly, strengthen unified coordination between provincial departments and branches and between provincial departments and branches with localities in building quality products, avoiding the situation where each branch directs a single direction such as the Department of Science and Technology is in charge of science and technology products; while the Department of Agriculture and Rural Development builds products.OCOP…

Some delegates proposed that the province should study agricultural policies in the direction of increasing support for care to improve product quality and support for processing and consumption of products, increasing the value of agricultural products.

Some opinions suggest that the province has solutions to promote the work.administrative reformmore effectively; in which, directing departments and branches to continue reviewing administrative procedures to continue cutting overlapping or unnecessary procedures; at the same time decentralizing to the district level to handle some work contents that localities can undertake.

Some issues related to rural power grid reimbursement; inadequacies in implementing land clearance compensation policies; difficulties in implementing shipbuilding support policies according toDecree 67of the Government... were also mentioned by delegates and explained by the sectors.
