New additions to the plan to evaluate and classify party members and party organizations in 2021 in Nghe An

(Baonghean.vn) - The 2021 plan was issued early to help Party committees, Party organizations, leadership and management groups at all levels in the province proactively implement it.

The Standing Committee of Nghe An Provincial Party Committee has just issued Plan No. 61-KH/TU, dated October 27, 2021 on reviewing, evaluating, and classifying the quality of Party organizations, Party members, and collectives and individuals in leadership and management at all levels in 2021.

The 2021 review plan is based on the basic inheritance of Plan No. 03-KH/TU, dated November 5, 2020 of the Provincial Party Standing Committee, with some new contents added to suit the implementation of political tasks in 2021 and updating and supplementing some newly issued documents of the Central Government and the Provincial Party Committee.

Supplementing the content of self-criticism for collectives and individuals; in which, for collectives, 3 contents are added, including leadership and direction in implementing the exemplary responsibility of cadres and party members, especially leaders and managers at all levels; results of leadership, direction and organization of the election of deputies to the 15th National Assembly and the election of People's Council deputies at all levels, term 2021 - 2026; responsibilities of Party committees, Party organizations, collective leaders and managers at all levels for the recovery of lost and misappropriated assets in criminal cases of corruption and economics (if any).

For individuals, 3 contents are added, including personal responsibility in directing and organizing the implementation of the election of deputies to the 15th National Assembly, the election of deputies to People's Councils at all levels, term 2021 - 2026; responsibility of heads of Party committees at all levels, departments, branches, sectors, and People's Committees at all levels in receiving citizens, handling complaints, denunciations, and recommendations from the people, in recovering lost or misappropriated assets in criminal cases of corruption and economic crimes (if any) and adding content for Party members holding leadership and management positions who are transferred or mobilized cadres.

At the same time, self-review more deeply the following contents: Building annual work plans associated with assigned responsibilities and tasks; methods of implementing and organizing work in practice; evaluating the results of implementing work plans, clearly stating specific products directly directed and in charge of by oneself; evaluating maturity in management methods, experience, leadership and management ability; evaluating the trust of the collective, cadres, party members and people (this content is implementedRegulation No. 09-QD/TU, dated September 20, 2021 of the Provincial Party Standing Committee on cadre rotation).

The supplementary plan notes the need to consult the place of residence of party members working and studying in special conditions, in accordance with Instruction No. 33-HD/BTCTW, dated October 30, 2020 of the Central Organizing Committee on implementing a number of contents in Regulation No. 213-QD/TW, dated January 2, 2020 of the Politburo on the responsibility of party members working regularly to maintain contact with the Party organization and people at their place of residence.

Some noteworthy new points in the Plan of the Provincial Party Standing Committee are adjusting the assessment and classification of the Standing Deputy Secretary of the District Party Committee (not the Chairman of the District People's Council) and the Deputy Secretary in charge of the grassroots in the districts, cities, town Party Committees, and Party Committees directly under the authority of the Provincial Party Standing Committee to ensure consistency in assessment and classification;

To overcome the situation where some agencies and units at higher levels classify lower levels as having excellent performance exceeding the prescribed rate as in 2020 and previous years, the Plan emphasizes that the Standing Committee of the Provincial Party Committee will consider the responsibility of the collective and individual leaders if the classification of excellent performance exceeds the prescribed rate by 20%.

In the face of the complicated developments of the Covid-19 pandemic, the Plan has noted to Party committees at all levels: The organization of year-end review and summary conferences must ensure the implementation of measures to prevent and control the Covid-19 pandemic according to documents of the Central and the province. Based on the developments of the Covid-19 pandemic and actual conditions and situations, localities, agencies and units should promote the spirit of initiative, creativity, and flexible and appropriate application to organize reviews.

According to Plan No. 61-KH/TU, the review of collectives and individuals and the evaluation, classification and reward of Party organizations, Party members, collectives and individuals of leaders and managers at all levels in 2021 are as follows: Grassroots level to be completed before January 15, 2022;The grassroots level, Party delegations, Party executive committees, departments, branches, sectors, the Fatherland Front, provincial-level socio-political organizations, agencies, public service units, universities and colleges in the province must complete the review before January 31, 2022;Provincial level completed in February 2022.
