Which officials have been disciplined for going to the temple during working hours?
Not only the case of the State Treasury officials of Nam Dinh City (Nam Dinh) or the Director of Binh Luc District Electricity (Ha Nam) were disciplined and dismissed for going to the pagoda during working hours. Previously, many individuals who were civil servants and public employees also fell into a similar situation when violating labor discipline.
Losing job for going to temple
Recently, public opinion has been stirred up by the fact that Mr. Nguyen Huu Nghi, Director of Binh Luc District Electricity (Ha Nam) went to Tran Temple (Nam Dinh) during working hours on the occasion of Mau Tuat Spring. Immediately after the information was reported, Ha Nam Electricity Company promptly took action to verify.
On the afternoon of March 3, Ha Nam Electricity Company issued a decision to dismiss the Director of Binh Luc District Electricity Company. Mr. Nghi was dismissed from the position of Director of Binh Luc Electricity Company and transferred to the position of Manager of the Electrical Construction and Repair Workshop, Ha Nam Electricity Company for a period of 3 years, starting from March 5.
This decision also requires Mr. Nguyen Huu Nghi to be responsible for handing over work, documents, equipment managed by the individual and paying debts (if any) to the old unit, to be completed before taking on the new job.
Mr. Nguyen Huu Nghi's current salary has a coefficient of 6.080, level 2.2, which is also adjusted to the salary scale for professional civil servants with a coefficient of 4.865, level 8/8, and a position allowance of 0.5.

Also appearing in the press, officials of the State Treasury of Nam Dinh city were caught going to Tran temple during working hours on the occasion of the opening of the Tran temple seal this year. These leaders and officials include the Director, Deputy Director and 5 civil servants working at the State Treasury of Nam Dinh city including: Mr. Nguyen Tai Tam, Director; Mr. Le Huu Vu, Deputy Director; Ms. Do Thi Thu Huong, Chief Accountant of the State Treasury of the city and Ms. Tran Thi Binh, Nguyen Thi Kim Ngan, Truong Thi Thuy Duong, Do Thi Phuong (all civil servants).
Immediately, relevant authorities stepped in to strictly handle the case. Mr. Hoang Huy Hung, Deputy Director of the State Treasury of Nam Dinh province, informed that the State Treasury of Nam Dinh province has decided to temporarily suspend 7 speakers from March 1 until a disciplinary decision is made.
The State Treasury of Nam Dinh province has also transferred Mr. Tran Thanh Son, Head of Accounting Department, to work as director at the State Treasury of Nam Dinh city.
On the side of the Ministry of Finance, Minister Dinh Tien Dung requested the General Director of the State Treasury to urgently clarify and handle information about some State Treasury officials in Nam Dinh city (Nam Dinh province) going to pagodas during working hours and also requested strict handling of violating officials.
Director of Ministry of Industry and Trade disciplined, salary demoted
On February 7, 2017, the press reported that "industry and trade officials went to pagodas during working hours", the Ministry of Industry and Trade admitted that there were officials of this industry going to pagodas during working hours.
Specifically, according to a report from the Department of Trade Promotion, through inspection, it was determined that: There was an officer from the Export Support Center under the Department of Trade Promotion appearing in the news reported by the press.
Immediately afterwards, the Disciplinary Council of the Ministry of Industry and Trade met to review the level of violation and recommend disciplinary action against Mr. Bui Quang Hung, Director of the Export Support Center under the Trade Promotion Agency, Ministry of Industry and Trade, for his behavior of going to the temple at the beginning of the year during working hours.
All opinions unanimously agreed that Mr. Bui Quang Hung's behavior was a serious violation of labor discipline, the Law on Cadres and Civil Servants, and especially Directive No. 26/CT-TTg dated September 5, 2016 as well as the Prime Minister's Official Dispatch dated February 2, 2017, which needs to be strictly handled.
In addition, the Council members also acknowledged Mr. Bui Quang Hung's serious, receptive and sincere attitude during the review, especially not using vacation or sick leave as an excuse to justify his actions and accepting a disciplinary measure at a level higher than a warning.

After considering the circumstances, the Council voted by secret ballot to recommend disciplinary action against Mr. Hung.
Based on the vote counting results, the Council unanimously recommended that the Minister of Industry and Trade apply a disciplinary measure of salary reduction to Mr. Bui Quang Hung. On February 22, 2017, the Minister of Industry and Trade signed a disciplinary decision with a salary reduction to Mr. Bui Quang Hung.
The Council unanimously proposed a disciplinary warning for 7 Department-level officers of the Center and a reprimand for 2 other officials and employees.
5 officials went to Mau temple together
That is a group of 5 officials from the Records Management Department of Hanoi Social Insurance. These 5 people went to the Mau Temple, Hung Yen during working hours and were reported by the press on February 7, 2017. Immediately after the incident was reported, Ms. Nguyen Thi Phuong Mai - Director of Hanoi Social Insurance informed that the unit disciplined by lowering the emulation level to the lowest level (type C) in the first quarter of 2017 for the 5 individuals involved for violating the agency's regulations.
Hanoi Social Insurance requires relevant individuals to make a self-criticism and report the incident, thereby clearly recognizing the violations to strictly draw lessons from experience in the working process for all officers and employees of the city's insurance.
Previously, the Prime Minister issued Official Dispatch 240/CD-TTg dated February 21, 2018 requesting that after the 2018 Lunar New Year, cadres, civil servants and public employees need to strictly implement administrative discipline and labor discipline, urgently focus on solving and handling work right from the first working day.
In particular, the Prime Minister emphasized the completion of backlog and delayed work due to Tet holiday and work and procedures directly related to production, business and investment of enterprises and people.
In addition, the Prime Minister also requested that spring outings, festivals, and New Year celebrations not be organized as they affect work time and efficiency. Absolutely no festivals are allowed during working hours.
In particular, this dispatch clearly stated that officials, civil servants and public employees are not allowed to use public vehicles for the purpose of attending festivals, except in cases of performing duties. Leaders of ministries, agencies and localities are not allowed to attend festivals unless assigned by competent authorities.
