The 'bridges' between the Party's will and the people's hearts
(Baonghean) -NMany localities have effectively implemented the policy of assigning Party committee officials and leaders of departments and offices to attend activities with village and hamlet Party cells.
The regular August meeting of the Party Cell of Hoi 1 Hamlet, Chau Hoi Commune (Quy Chau) became lively with the presence of Head of the Organizing Committee of the District Party Committee Lang Van Xuan - Vice Chairman of the District People's Council Vi Van Tien and the leaders of the commune. The content of the Party Cell meeting focused on the situation in the commune and hamlet in the past time; disseminated new policies and guidelines, and learned from the work that had been proposed but not yet done during the month.
The discussion was very lively with more than 10 opinions expressed, focusing on practical issues related to people's lives.
Mr. Ha Van Luyen - Secretary of the Party Cell of Village Association 1 said: "Since the district cadres came to attend the activities, the party members have spoken more enthusiastically, the content of the party cell's activities is richer and of better quality. Many concerns and questions of the party members have been recorded, accepted or answered on the spot, creating high trust and consensus."

At the Party Cell of Hoi 3 village (Chau Hoi commune), the Party Cell Committee and Party members could not hide their excitement when the district and commune leaders attended the Party Cell meeting and directly awarded the 30-year Party badge to two Party members Hoang Van Xuan and Lim Duong Sinh.
Witnessing the Party Badge awarding ceremony, Mr. Lim Van Danh - an 81-year-old party member, nearly 50 years in the party, was moved to express: "The fact that the leaders of the departments and branches of the District Party Committee, People's Committee, and People's Council attended the activities with the village party cells showed their concern for the party organization and party members at the grassroots level, shortening the gap between district officials and the people. That is also the motivation for party members at a rare age like me to "still have strength and still contribute".
The assignment of key cadres (heads and deputy heads of Party committees; heads and deputy heads of departments of the District People's Committee, heads of mass organizations...) to closely follow the grassroots has been regularly implemented by Quy Chau district, not only stopping at the commune level but also reaching the village and hamlet level.
Starting from 2017, Quy Chau District Party Committee has scheduled to assign comrades in charge of grassroots Party Committees to attend monthly Party cell meetings with specific locations, dates and times. Normally, each time attending a grassroots Party cell meeting, there will be 1 member of the Standing Committee and 1-2 members of the District Party Committee Executive Committee participating.
Comrade Lang Van Xuan - Member of the Standing Committee, Head of the Organization Committee of Quy Chau District Party Committee said: “The assignment of district cadres to attend activities at village and hamlet Party cells is first of all to act as a bridge to bring the Party and State's and local policies closer, more fully and promptly to cadres, Party members and people; at the same time, directly "hold hands to guide", direct, disseminate good practices, valuable experiences to help grassroots Party organizations improve the quality of activities and fighting strength of Party cells. This is also an opportunity for leaders of Party committees, departments and offices of the District People's Committee to receive frank and practical contributions from the grassroots to advise on timely and effective solutions to problems arising at the grassroots level...".
In Thanh Chuong - an area with 766 Party cells under the grassroots Party Committee, with over 13,000 Party members, facing the reality that Party cell activities in hamlets and villages have difficulties, some Party cells have not developed Party members for many years, the quality of activities has decreased, the District Party Committee has assigned comrades in the District Party Committee Standing Committee (quarterly), the District Party Committee Executive Committee, heads and deputy heads of departments, offices, and branches at the district level (monthly) to participate in Party cell activities at the grassroots level.
At the grassroots Party Committees, the system of assigning Party Committees to attend Party cell meetings is also implemented. Thanks to that, Party cell committees and Party cell secretaries in hamlets and villages are also more concerned about preparing the content and program of Party cell meetings in a systematic and quality manner; Party members are more aware of participating in meetings fully, boldly expressing concerns and questions, participating in more active discussions, and gradually bringing the activities of village Party cells into order.
For Hung Nguyen district, regular supervision of the participation in village party cell activities of Party Committee members and District Party Committee Standing Committee members is one of the solutions to strengthen the political system at the grassroots level, especially in special areas and areas facing many difficulties; prevent the risk of party cell death; and at the same time, it is also an environment to evaluate the sense of responsibility and capacity of cadres.
Talking about the "benefits" of participating in grassroots party cell activities, Comrade Cao Anh Duc - District Party Committee member, Secretary of Hung Nguyen District Youth Union said: The first benefit is that cadres have the opportunity to interact and create close relationships with cadres and party members in residential areas; contributing to improving qualifications, situation handling skills, leadership and direction experience in practice... Second, through participating in activities, district cadres will identify the shortcomings and limitations of the Party Committee and Party cells to have support and guidance to promote strengths, overcome weaknesses, contributing to improving the quality of party cell activities. In addition, from the advice of district cadres in the process of approaching and grasping the grassroots situation, Party committees at all levels will draw practical experiences to better lead and direct work in the area.

During the meeting with the Lien Co Party Cell, Hung Binh Ward (Vinh City), Provincial Party Secretary Nguyen Dac Vinh said: “The content of the Party and State's guidelines and directions are very clear, but when applied to real life, the issues are always diverse and rich. Only by listening directly to opinions and learning directly from real life can we fully understand the nature of the problem. Therefore, I think that the participation of Party Committee leaders at all levels in Party cell meetings is a special thing to do.”
After the 4th Central Committee review (12th term), not only key officials at district and commune levels but also Standing Committee members and members of the Provincial Party Committee's Standing Committee have increased their participation in activities at hamlet and village Party cells to listen to the thoughts and aspirations of Party members and grasp the situation at the grassroots level.
And in practice, the fact that leaders and key officials at all levels come to work at the grassroots level has created a two-way information source (from top to bottom, from bottom to top) to help local Party committees and authorities grasp, direct, inspect, and promptly resolve outstanding issues of concern to officials, Party members, and people, such as: Land use management, site clearance for key projects and works, new rural construction; over-collection of funds and fees, landslides, security and order, difficulties in developing Party members, etc. Thereby, creating trust and consensus among the people, contributing to limiting the situation of petitions, complaints, and denunciations, bypassing authorities, and preventing the emergence of hot spots in the area./.
