Notable points when implementing the new salary policy from July 1, 2024
The Ministry of Home Affairs will draft a Government decree on a new salary regime for cadres, civil servants, public employees and armed forces to implement salary reform from July 1, 2024.
On March 5, the Government issued a Resolution of the regular Government meeting in February 2024. One of the notable contents is that the Government assigned the Ministry of Home Affairs to complete the Decree on the new salary regime for subjects under the Government's authority.

The Government noted that the Ministry of Home Affairs should proactively develop and issue regulatory documents and carry out specific assigned tasks to implement the new salary regime from July 1, 2024 in accordance with the conclusions of the Central Executive Committee and the Resolution of the National Assembly, ensuring quality, efficiency, and compliance with prescribed progress.
The Ministry of Home Affairs urges ministries, agencies and localities to complete the development and approval of job positions for cadres, civil servants and public employees in March to implement salary policies; closely coordinate with relevant agencies to promptly answer and provide guidance in case of problems.
In addition, the Ministry of Home Affairs coordinates with relevant agencies of the Party and the National Assembly to submit to competent authorities to issue decisions on new salary regimes under the management authority of the agencies.

After the Politburo has given its opinion, this will be the basis for agencies to develop subsequent documents to implement salary reform from July 1, 2024.
In particular, the Ministry of Home Affairs will develop a Government decree on the new salary regime for cadres, civil servants, public employees and armed forces. In addition, the Ministry of Home Affairs will issue over 10 circulars to guide the implementation of the new salary regime.
The National Assembly Standing Committee will issue a Resolution on the new salary regime for officials, civil servants and public employees of agencies of the National Assembly, People's Councils, Courts, Procuracies and Auditors.
The Secretariat will issue a decision on a new salary regime for cadres, civil servants, and public employees of Party agencies, the Fatherland Front, and socio-political organizations.
