New points of health insurance card in 2018
Medical facilities, if they discover missing health insurance information, must verify it themselves and are not allowed to ask patients to return to change their health insurance cards.
According to Mr. Nguyen Van Hieu, Deputy Head of the Card Book Department (Vietnam Social Security), the new health insurance card does not state the validity date but only the date from which it is valid. To know the validity date, participants can proactively look up on the Vietnam Social Security information portal according to the health insurance code printed on the card or the list at the subject management unit.

In case of changing to a new card with validity in 2017 to continue participating next year, the Social Insurance agency will only issue the validity of the card in the data from January 1, 2018 and print the list of issued cards to send to the subject management unit to inform about the new validity of the health insurance card. The card issued to participants in 2017 will continue to be valid.
If you have not received a new card but still need to receive health insurance treatment, you need to proactively go to the Social Insurance agency to declare and get a new card. If the old card is still valid, you can continue to receive health insurance treatment as usual.
“The determination of the 5-year continuous period recorded on the current health insurance card in some cases is still not accurate because the process of participating in the issuance according to the health insurance card code is not synchronized with the social insurance code on the new health insurance card.
Therefore, the unit and the participant need to support the Social Security agency to check when receiving the card. If it is not correct, the information should be reported to the Social Security agency to check the list and change the card for the subject" - Mr. Hieu said.
In case of simultaneous participation in multiple subjects, the subject has the right to enjoy the highest level of health insurance and is only issued a single health insurance card according to the subject with the first order as prescribed in Article 12 of the Law on Health Insurance. Therefore, the participant needs to provide documents proving the right to enjoy higher health insurance to the Social Insurance agency.
For health insurance examination and treatment facilities when looking up information about the health insurance card of a participant on the health insurance appraisal information portal, if the database is incomplete or incorrect, they must contact the health insurance card appraisal department of the Social Insurance agency where the health insurance examination and treatment contract was signed for verification. They are not allowed to ask the patient to return to change the health insurance card.
The Social Insurance Agency also requires immediate return of the health insurance card according to the social insurance code to the participant and at the same time provides instructions for those who lack the declaration form to go to the Social Insurance Agency to make a supplementary declaration and immediately receive a new health insurance card.
Regarding the printing and issuance of health insurance cards in 2018, up to now, health cards and social insurance codes have been changed for 54,949,968 people, reaching 76.9% of the total number of social insurance participants, focusing on groups of people whose cards expired before December 31, 2017 (including students, poor households, workers, etc.).
The remaining subjects are about 15 million people with valid health insurance cards issued after December 31, 2017, such as people with revolutionary contributions, social security, pensioners and children under 6 years old. The Social Insurance is continuing to exchange new cards and will complete before June 30, 2018.
Up to this point, many workers have not yet received their health insurance cards. To avoid affecting the rights of health insurance participants, participants should immediately contact the subject management agency to promptly transfer the approved list of health insurance purchases in 2018 to the social insurance agency./.
