Latest scores in the 2016 National High School Exam
The Department of Testing and Education Quality Assessment - Ministry of Education and Training (MOET) has just completed the draft regulations on national high school exams and draft regulations on regular university and college admissions in 2016 to collect opinions from relevant units before promulgation.
What's new in 2016 university and college entrance exams and admissions?
Accordingly, it will basically remain stable as in 2015, but some content will be adjusted to suit reality and limit problems arising in the university and college admission process of the previous exam.
Adjust priority mode
Regarding the organization of the 2016 national high school exam, the Ministry of Education and Training will continue to organize provincial and inter-provincial exam clusters as in 2015, maintaining two types of exam clusters, one chaired by the university and one chaired by the Department of Education and Training. Candidates in areas bordering the exam clusters will be able to flexibly choose a convenient exam cluster; special areas with many difficulties will consider setting up exam sites to facilitate candidates.

Regarding the admission software system and the way of making exam questions, the Ministry of Education and Training will supplement and upgrade to perfect the software system on the principle of increasing the application of IT in the stages of the exam, especially in the stages of exam registration and admission registration, ready to meet the requirements for the National High School Exam in 2016 and the following years.
In particular, the Ministry will increase the number of electronic portals to announce exam results to facilitate candidates and overcome network congestion like in 2015. The exam will continue to be designed in the direction of assessing ability, with better differentiation to objectively assess candidates' abilities, meeting both the exam's objectives of graduation and university and college admission.
Regarding the priority regime, the Ministry of Education and Training will also adjust the priority regime to suit current regulations and practices. Notably, candidates belonging to the priority subjects specified in Point b, Clause 4, Article 7 are students with permanent residence in communes in regions I, II, III in ethnic and mountainous areas; particularly difficult communes in coastal and island areas; particularly difficult communes, border communes, safe zone communes in the investment area of Program 135... will be abolished because they are no longer suitable for current conditions. In addition, the draft also provides 2 priority score frames with subjects and regions for discussion.
In which, option 1: The difference in admission scores between the next two groups of subjects is 1.0 point; between two adjacent regions is 0.5 point. Option 2: The difference in admission scores between the next two groups of subjects is 0.5 point; between two adjacent regions is 0.25 point. In the above two options, the Department of Testing and Education Quality Assessment proposes to keep the same (distance of 1.0 and 0.5 points) because if it is reduced according to the new option (0.5 and 0.25 points), it will be difficult to recruit schools in the Northwest, Central Highlands and Southwest regions.
The calculation of the admission area (KV) is also regulated more clearly: KV2 includes towns and cities under the province; suburban districts of centrally run cities (except communes in KV1). The above adjustment is to avoid confusion when some localities think that the town of a centrally run city is KV2, while the town under the province belongs to KV2-Rural as happened in 2015, causing many candidates to "pass" and "fail" due to incorrect declaration of priority areas.

Regarding university and college admissions, in 2016, university and college admissions will still be based on the results of the national high school exam. However, there will be some adjustments based on the experience of the 2015 admissions in the direction of increasing the autonomy of schools.
It is expected that after the exam results are available, universities and colleges will be autonomous in organizing enrollment. The Ministry of Education and Training will regulate the starting time and the time for reporting enrollment results; regulate the threshold for ensuring input quality; conduct inspections, audits and handle violations.
At the same time, the Ministry of Education and Training also issued a draft regulation on admission rounds based on different scores of candidates in order from high to low to reduce risks for candidates and reduce virtual candidates for schools, each round is expected to last from 5 to 7 days instead of 2 weeks like in 2015.

Training institutions can regulate the form, conditions, and time for candidates to register for admission; groups of schools (especially the group of about 30 universities that attracted the most candidates in 2015) can voluntarily coordinate with each other to conduct admissions using admission software and a common database of candidates registering for this group of schools to reduce virtualization, creating convenience for both candidates and schools.
Candidates can apply for admission online, by post, at the Department of Education and Training's high school or at the school instead of having to go to the school to submit their application in person. Schools implementing their own admission plan will continue to develop their autonomous admission plan according to the provisions of the current Admission Regulations.
In addition, in choosing the subject combinations for admission, in addition to the requirement to maintain the subject combinations as in 2015, schools that use many subject combinations to consider admission to a major must announce the difference in admission scores between the combinations or specify the quota for each combination and remove the regulation of keeping 75% of the quota for traditional majors and groups.
