Highlights of Nghe An's Industry and Trade Sector in 2023

(Baonghean.vn) - In 2023, the implementation of targets and tasks in the industry and trade sector faced many difficulties, but thanks to the synchronized, decisive, and flexible implementation of solutions, the industry and trade sector still achieved many positive results.

Industry and exports overcome difficulties.

Industrial production and trade activities in 2023 took place against the backdrop of a global economy continuing to face inflation, declining consumer demand, global trade, and orders; ongoing trade wars between major economies; complex developments in the Russia-Ukraine conflict; and frequently fluctuating high input material prices… These difficulties adversely affected the production and business activities of enterprises in the province and nationwide.

In this context, from the beginning of the year, the Department of Industry and Trade has advised the Provincial People's Committee to issue many important guidelines, mechanisms, and policies to improve the effectiveness and efficiency of state management; and proposed specific and timely solutions to create a favorable environment for completing the tasks of 2023.

Mr. Pham Van Hoa, Director of the Department of Industry and Trade, stated: The global market is volatile, and exports are facing difficulties. Therefore, the industry has focused on directing production towards serving the domestic market. Many businesses are prioritizing investment in and innovation of technology, machinery, and production equipment to increase product competitiveness; at the same time, they are actively and effectively exploiting the potential of the domestic market. Thanks to the decisive application of solutions, actively seeking new markets while effectively exploiting the domestic market, despite the impact of the global economic downturn and domestic difficulties, in 2023, many planned targets such as industrial production, export turnover, and trade increased significantly. Industrial growth is estimated at 8.8%, and the value of industrial production reached 89,100 billion VND, a 10% increase compared to the same period, placing it among the top growth rates nationwide.

Several industrial products are estimated to have increased year-on-year thanks to the effective exploitation of domestic market demand, such as: yogurt (47,000 tons, up 6.38%); fresh milk (245 million liters, up 11.26%); animal feed (156,000 tons, up 14.02%); bottled beer (37.5 million liters, up 0.87%); fertilizer (49,000 tons, up 28.9%); commercial electricity (4.2 million kWh, up 2.68%); tap water (32 million m3, up 2.68%)…

In particular, despite extremely difficult international markets, in 2023, merchandise exports are estimated to reach US$2.45 billion, an increase of 12%, achieving 98.1% of the plan. Exported goods are quite diverse and abundant, with more than 70 items/item groups, many of which have seen significant growth in export value. Many businesses still ensure they meet their production and business plans for this year.

Regarding trade and services, the economy is gradually showing signs of recovery after the difficult first months of the year. Shopping demand is trending upwards again, and the retail supermarket system and supply-demand connection activities continue to expand in many areas, diversifying the types of goods. In 2023, the total retail sales of goods are estimated to reach 90,000 billion VND, an increase of 10.83% compared to 2022, exceeding the 2023 plan by 5.88%.

The results achieved reflect the efforts and dynamism of the business community; besides FDI enterprises, the export of goods also marks the efforts of many businesses in overcoming difficulties in finding markets and orders. Along with that, the Department of Industry and Trade has actively connected and supported businesses in many activities aimed at expanding and promoting export markets. In coordination with Vietnamese trade offices abroad, the Trade Promotion Department - Ministry of Industry and Trade regularly provides information on market conditions, products, and trade barriers to import and export businesses. Many conferences, seminars, and training courses have also been organized to support businesses in their export activities…

Synchronizing state management solutions

Also in 2023, the Industry and Trade sector proactively managed planning and development, building many programs and projects, focusing on developing and perfecting plans for the industrial and commercial sectors to integrate into the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050; and implementing Resolution No. 39-NQ/TW on building and developing Nghe An province until 2030, with a vision to 2045.

The sector also strengthened state management of industry; focusing on directing and reviewing production plans for key industrial products, promoting products with potential for increased production to compensate for shortages. State management of energy achieved many positive results.

These include: Implementing Plan No. 330/KH-UBND on the implementation of Resolution No. 55-NQ/TW dated February 11, 2020, of the Politburo on the orientation of the national energy development strategy of Vietnam until 2030, with a vision to 2045, in the province; Directing the implementation of the conclusions of the Provincial Party Committee's inspection team on energy; Advising on the preparation of the Power Development Plan VIII and the implementation plan for Power Development Plan VIII; Advising on the implementation of the Quynh Lap LNG project; Managing the operation of hydropower plants and monitoring the progress of ongoing projects…

2024 – a pivotal year, holds special significance in successfully implementing, accelerating, and striving to achieve the goals of the 2021-2025 five-year socio-economic development plan and the resolutions of the Party Congress at all levels. Several major economies around the world are showing signs of recovery. Domestically, government policies to stimulate public investment and support businesses are contributing to the recovery of production activities. Breakthroughs in attracting investment, along with major infrastructure and industrial projects launched in 2023, are significant factors driving growth in various industrial sectors...

Mr. Pham Van Hoa, Director of the Department of Industry and Trade, stated: To fulfill the key tasks for 2024, the department will focus on effectively leading the implementation of programs, projects, and plans that concretize the Action Program, the mid-term review of the Resolution of the 19th Provincial Party Congress and the 13th National Party Congress; the tasks of socio-economic development in 2024 and the implementation of the 5-year socio-economic development plan 2021-2026. It will strengthen state management in all areas of the department. It will promote administrative reform, improve the assessment index of the management capacity of departments, agencies, and localities, and promote digital transformation and the development of the digital economy in leadership and management…

In 2024, the goal is to achieve an average industrial growth rate of 15-16%, ensuring the target set in the Resolution of the 19th Party Congress is met. Total retail sales of goods are estimated at 93,000 billion VND, an increase of 3.33% compared to 2023. Exports of goods are estimated at 2,750 million USD, an increase of 14.58% compared to 2023.
