Documents to prepare when registering a mortgaged car
According to the inspection center, when carrying out inspection procedures for cars mortgaged at financial institutions, car owners need to bring the old inspection certificate, the mortgage receipt from the credit institution and a copy of the vehicle registration certificate.

According to Clause 2, Article 1 of Circular 2/2023/TT-BGTVT, the vehicle inspection dossier according to the new regulations must include documents to establish a vehicle profile (except for the first inspection to issue an inspection certificate and inspection stamp with a validity period of 15 days).
The first document required is the vehicle registration document. The vehicle registration document can be one of the following documents:
- Original vehicle registration issued by a competent State agency or original receipt.
- Receipt of the original vehicle registration (with a copy of the vehicle registration) being mortgaged by a credit institution. According to regulations, the mortgage receipt must be valid and have full content according to the instructions of the State Bank. Specifically, the receipt must have the following contents: Name (mortgage receipt) and receipt number; Name and address of the mortgage credit institution.
Along with that is the name of the mortgagor, the citizen identification number of the mortgagor who is an individual or the investment certificate, the establishment decision number (for legal entities), the vehicle registration certificate number, vehicle type, chassis number, engine number, and license plate. The validity period of the mortgage receipt; The number of times the mortgage receipt is reissued (if reissued).
The mortgage receipt must have full signatures, full name of the authorized officer and seal of the credit institution receiving the mortgage.
- Copy of vehicle registration certified by financial institution (attached with copy of vehicle registration).
In addition, the car registration file must include other documents such as: Factory quality inspection certificate for domestically manufactured and assembled motor vehicles (except for liquidated motor vehicles); Original copy of the Certificate of technical safety and environmental protection quality of converted motor vehicles for newly converted motor vehicles; Copy of the vehicle's chassis number and engine number for motor vehicles exempt from inspection; Declaration of information on the file tracking form.
In case the car is due for the next inspection cycle, the car owner needs to bring the old inspection certificate currently in use.
