In Article 7 on the rights and obligations of citizens inLaw on prevention and control of tobacco harmsclearly states: People are allowed to live and work in a smoke-free environment; require smokers not to smoke in places where smoking is prohibited; mobilize and propagate others not to use tobacco and quit smoking; require competent agencies, organizations and individuals to handle people who smoke.cigaretteat places where smoking is prohibited; report or denounce competent authorities or individuals who do not handle smoking in places where smoking is prohibited.

In particular, Article 9 stipulates prohibited acts including: 1. Manufacturing, trading, importing, storing, transporting fake cigarettes, products designed with the form or style of cigarette packs, packages or cigarettes; buying, selling, storing, transporting tobacco materials, smuggled cigarettes; 2. Advertising, promoting cigarettes; marketing cigarettes directly to consumers in any form; 3. Sponsorship by organizations and individuals trading in cigarettes, except for the cases specified in Article 16 of this Law; 4. People under 18 years of age using, buying, selling cigarettes; 5. Using people under 18 years of age to buy, sell cigarettes; 6. Selling or supplying cigarettes to people under 18 years of age; 7. Selling cigarettes using automatic cigarette vending machines; smoking, selling cigarettes at prohibited locations. 8; Using images of cigarettes in newspapers and publications specifically for children; 9. Encouraging or forcing others to use tobacco.

Article 11. Places where smoking is completely prohibited indoors and within the premises include: a) Medical facilities; b) Educational facilities, except for the facilities specified in Point b, Clause 2 of this Article; c) Facilities for the care, nurturing, recreation and entertainment of children; d) Facilities or areas with high risk of fire and explosion. 2. Places where smoking is completely prohibited indoors include: a) Workplaces; b) Colleges, universities and academies; c) Public places, except for the cases specified in Clause 1 of this Article and Clause 1, Article 12 of this Law. 3. Means of public transport where smoking is completely prohibited include cars, airplanes and trains.

Article 12. Places where indoor smoking is prohibited but are permitted to have designated areas for smokers 1. Places where indoor smoking is prohibited but are permitted to have designated areas for smokers include: a) Airport isolation areas; b) Bars, karaoke bars, dance clubs, hotels and tourist accommodation establishments; c) Public means of transport such as ships and trains. 2. Places designated for smokers must ensure the following conditions: a) Have rooms and ventilation systems separate from non-smoking areas; b) Have tools to contain cigarette butts and ashes; have signs in suitable, easy-to-observe locations; c) Have fire prevention and fighting equipment. 3. The heads of the places specified in Clause 1 of this Article are encouraged to organize the implementation of a complete no-smoking policy indoors. 4. The Government shall regulate the conversion of places specified in Clause 1 of this Article into places where indoor smoking is completely prohibited in accordance with each period.

Article 13. Obligations of smokers 1. Do not smoke in places where smoking is prohibited. 2. Do not smoke indoors when there are children, pregnant women, sick people, or the elderly. 3. Maintain general hygiene, and dispose of cigarette butts and ashes in designated places when smoking in places where smoking is permitted.

Article 14. Rights and responsibilities of heads and managers of places where smoking is prohibited 1. Heads and managers of places where smoking is prohibited have the following rights: a) Force violators to stop smoking in places where smoking is prohibited; impose administrative sanctions according to the provisions of law; b) Request violators of smoking prohibition regulations to leave their premises; c) Refuse to receive or provide services to violators of smoking prohibition regulations if they continue to violate after being reminded. 2. Heads and managers of places where smoking is prohibited have the following responsibilities: a) Implement the provisions of Article 6 of this Law; b) Organize implementation, guide, inspect and urge everyone to comply with the provisions on smoking prohibition at places under their management and operation; hang signs with the words or symbols of smoking prohibition at places where smoking is prohibited./.
