(Baonghean) - In recent times, Quy Chau district has focused on training, fostering and creating a source of cadres, paying special attention to young cadres, female cadres, and ethnic minority cadres. Thereby, creating conditions for young cadres to gradually hold key leadership positions, especially at the grassroots level. However, Quy Chau's access to young cadres is currently facing difficulties.
8x commune leaders
Chau Thang is a difficult mountainous commune, with 85% of the population being Thai ethnic people, people's lives mainly depend on agricultural production. The local poverty rate is still high, infrastructure has not been invested synchronously; the majority of qualified young people work far away, not regularly in the locality, significantly affecting the work of developing party members of Chau Thang commune Party Committee.
However, after the Party Congress of the commune for the 2015 - 2020 term, with a new, young, dynamic Executive Committee, notably the young female cadre Luong Thi Chi (born in 1981) - Deputy Secretary of the Chau Thang Commune Party Committee, there have been many initiatives and good practices in advising the Party Committee and the government to focus on leadership and direction to bring the resolution into life, creating a vibrant, practical, and effective emulation movement in the locality.

To be close to the people, Comrade Luong Thi Chi directly attended the Party cell meetings in 5 hamlets and villages to directly propagate, guide and train the masses who are qualified to join the Party. At the same time, she approached each cadre, union member and people to listen to their thoughts and aspirations, thereby resolving problems at the grassroots level. Thanks to that, from 2015 to now, Chau Thang commune has admitted 29 new Party members, exceeding the target set out in the plan.

Comrade Nguyen Van Dung (born in 1986) started to take on the position of Deputy Secretary of Chau Phong Commune Party Committee since March 2016. Having been trained and matured as Vice Chairman of the Farmers' Association, Secretary of the Commune Youth Union..., Comrade Dung has accumulated a lot of experience in advising the Standing Committee of the Party Committee, the Executive Committee of the Commune Party Committee on issues related to leadership and direction at the local level, especially in issues of orientation, planning, and socio-economic development programs.

Chau Phong is a purely agricultural commune with 97% of the population being Thai ethnic group. The economic life of the people is still limited and the poverty rate is high. Therefore, right from the beginning of taking on the new task, with his enthusiasm, dynamism and prestige, comrade Nguyen Van Dung boldly proposed breakthrough solutions and methods to eliminate hunger and reduce poverty.
Specifically, he regularly organized meetings and assigned each Party cell to mobilize resources from cadres, Party members, and people to contribute money and animal breeds to poor households in especially difficult circumstances. Accordingly, from 2018 to now, the Party cells have helped over 15 households escape poverty, providing 70 working days for poor families...
Talking and doing, Comrade Dung also coordinated with the Department of Agriculture and the District Agricultural Extension Station to orient and support people in economic development through garden-pond-barn models such as planting acacia, raising cows, releasing fish... suitable for the climate and soil. If at the beginning of his term, the average income per capita of the commune reached 12 million VND/year, it has now increased to 24 million VND/year.
Chau Phong Commune Party Secretary - Comrade Luong Van Hiep said that the youthfulness, enthusiasm and proactiveness of Comrade Dung in particular and many young cadres in the commune in general, along with their professional training, have contributed to helping Chau Phong gradually eliminate hunger and reduce poverty for the people.

Strengthen planning and training of young people
Training, fostering, and building a team of young cadres with enthusiasm, qualifications, capacity, daring to think and dare to do to supplement the force of young cadres to meet the requirements of local construction and development in the new period is an important task. Determining this, the Standing Committee of the Quy Chau District Party Committee issued Project 06/DA-HU on October 28, 2011 on training ethnic minority cadres, female cadres, young cadres, and grassroots cadres.
According to the Head of the Organizing Committee of Quy Chau District Party Committee - Comrade Lang Van Xuan, by promoting training and fostering, many young cadres have demonstrated their capacity in work, have basic knowledge, capacity and working skills to meet requirements, contributing to improving work efficiency, enhancing leadership capacity and fighting strength of the district Party Committee.

However, due to the implementation of streamlining the payroll as well as a certain recruitment mechanism, the access to young cadres is currently in a state of both shortage and surplus. Because there are many sources of young cadres who are well-trained and formalized but cannot be arranged for jobs, causing a shortage of successor cadres. On the other hand, some young cadres lack practical experience, have low applicability, and have not yet fully developed their abilities to meet job requirements.
In the planning and structure, Quy Chau basically achieved the target of young cadres, accounting for 10 - 15%. During this term, Quy Chau district has a total of 197 cadres, of which 58 are young cadres under the age of 35 - 40.
Comrade Lang Van Xuan said that in order to improve the quality of the staff, especially young staff, in the coming time, the Standing Committee of Quy Chau District Party Committee will continue to focus on leading and directing grassroots party organizations and units to seriously review and evaluate staff, thereby promptly discovering young staff and typical factors to include in planning, training, fostering, evaluating and arranging them in accordance with their capacity and strengths.
