Types of cars that will have their inspection cycle extended
The draft amendment and supplement to Circular 16 has many new points, including the exemption of first-time inspection for new vehicles, non-commercial vehicles with up to 9 seats will have their inspection cycle extended.
Afternoon of March 18, leadersVietnam Registersaid that the draft amendment and supplement to Circular 16 will adjust the inspection cycle for some types of motor vehicles. After being approved by the Ministry of Transport, the circular is expected to be issued and take effect next week.
Specifically, for new, unused cars with up to 9 seats that are not used for transportation business, the draft amendment stipulates an exemption from the first inspection for a period of 36 months. According to calculations by the Vietnam Register, in 2023, about 500,000 new cars will be exempt from the first inspection.
For non-commercial transport vehicles with up to 9 seats and a usage period of up to 7 years (from the date of manufacture), the first inspection cycle has been increased to 36 months (previously 30 months). The next cycle is periodically 24 months (an increase of 6 months compared to the previous 18 months).
For the same type of vehicle but used for more than 7 years to 15 years from the date of manufacture, the first and periodic cycle is 12 months. If the production time is more than 15 years, the first and periodic cycle is 6 months. Previously, this cycle only counted vehicles manufactured from more than 7 years to 12 years and over 12 years.
For passenger cars of all types with more than 9 seats used for transportation business, according to the new draft, the calculation is based on the time of manufacture.
Specifically, for vehicles with a production time of up to 5 years, the first inspection cycle is 24 months, the next inspections will be 12 months.

For trucks of all types, tractors manufactured 20 years or more (including trucks and tractors converted into specialized vehicles), trucks converted from passenger cars with a manufacturing time of 15 years or more, a periodic inspection cycle of 6 months (an increase of 3 months compared to before) is applied.
According to the calculation of the Vietnam Register, the number of vehicles with extended inspection cycles after the draft amendment and supplement to Circular 16 is about 3,073,629 vehicles.
The leader of the Vietnam Register said that the extension of the vehicle inspection cycle is based on many factors such as: Year of manufacture, frequency of vehicle use, operating environment. Therefore, it is impossible to extend all inspection cycles for all types of vehicles. Because, with the number one goal of ensuring safety, many vehicles still need to be strictly controlled, especially passenger vehicles for commercial transportation.
"In advanced countries around the world, this type of vehicle has a shorter inspection cycle than in Vietnam," said the leader of the Registration Department.
