Soldiers on the front line of poverty reduction
(Baonghean) - In recent years, the provincial Veterans Association has effectively implemented the task of entrusting loans from the Vietnam Bank for Social Policies (VBSP) to support capital sources for many VBSP members to have the conditions to invest in production and business development, and escape poverty.
Participating in the war to protect the northern and southwestern borders of the Fatherland in unit A5, Special Forces Command, while on a border patrol mission, soldier Phan Viet Hai in hamlet 6, Nam Giang commune (Nam Dan) was seriously injured with a rate of 71%. In 1985, 2/4 disabled soldier Phan Viet Hai returned to his hometown to rebuild his life.
In 2015, his family was given a loan of 20 million VND from the Nam Dan District Social Policy Bank from the poor household lending program to invest in raising cows and pigs for breeding. Thanks to his diligence in learning about experience and breeding techniques and knowing how to invest in the right direction, he was able to make the most of the loan capital.
Mr. Hai said: “My family used to be a poor household, but thanks to the attention of the Party and the State, especially the Bank for Social Policies of Nam Dan district, we were given a loan of 20 million VND to raise cows and pigs for breeding. Up to now, my family has escaped poverty and improved their lives.”

Similarly, CCB Nguyen Van Ly in Hamlet 4, Nam Giang Commune is also a typical case of effective use of preferential loans. In 2016, from a loan of 50 million VND from the loan program for newly escaped poverty households at the Bank for Social Policies of Nam Dan District, he invested in expanding a grocery store with a variety of products in large quantities, thanks to which his family's monthly income has gradually stabilized.
Affirming the implementation of capital entrustment through associations and organizations in the district, especially the Association of War Veterans, Deputy Director of the Bank for Social Policies of Nam Dan district, Nguyen Sy Hai, said: Among the associations and organizations participating in the loan entrustment activities at the Bank for Social Policies of Nam Dan district, the Association of War Veterans is a typical unit with many lending programs. Up to now, the total outstanding loan balance of the Bank for Social Policies of Nam Dan district entrusted through the Association of War Veterans has reached over 88 billion VND, accounting for 28% of the total outstanding balance of the Bank for Social Policies, an increase of nearly 3 billion VND compared to the end of 2017. From this preferential loan source, many War Veterans members have had the conditions to invest in developing production and business, rising out of poverty.
In the mountainous district of Quy Chau, implementing the emulation movement of exemplary war veterans, more than 2,305 war veterans members of the district are at the forefront of the emulation movements of the association and the locality. A typical example is Mr. Vu Duc Quy (born in 1950), currently living in Moi village, Chau Phong commune, Quy Chau district. Having participated in international missions in the battlefields of Southern Laos and Upper Laos, he was wounded while fighting and was a 1/4 disabled soldier. After the war ended, in 1986, he returned to his hometown to start a business on the mountainous land of Chau Phong commune.“War is difficult and dangerous, so why not dare to do business when peace comes? Now I must be determined to do business for the future of my children and grandchildren. I will work hard so that my children and grandchildren can see and follow my example,” Mr. Quy was determined.
True to his word, he worked hard all day on his fields and gardens. In 2011, he was considered for a loan of 20 million VND from the production and business program, along with some of the capital accumulated during the annual production process. With that money, he bought 2 goats, dug a pond to raise fish, and planted acacia trees in his home forest.

Thanks to the correct application of science and technology in the production and breeding process, the goat herd reproduces continuously, the fish pond also provides good income, the acacia forest grows quickly, on average, each year after deducting expenses, he earns 80 million VND in profit, helping to support the whole family and send his children to school. By 2015, when the loan was due, he paid it off in full and borrowed an additional 20 million VND from the Production and Business Program along with the family's savings to buy 4 breeding cows. Up to now, the family's herd has produced 8 cows, bringing in high income.
Every year, the Vietnam Bank for Social Policies always pays special attention to gratitude, repaying gratitude, and charitable activities. Contributing to join hands with the whole society to care for the poor, families with meritorious services, and other people in need of assistance. In the first 6 months of 2018, the Vietnam Bank for Social Policies in Nghe An province donated and supported the Social Security Fund with 224 million VND. On the occasion of the War Invalids and Martyrs Day (July 27) this year, in order to express gratitude to the war invalids and sick soldiers, the Vietnam Bank for Social Policies delegation led by General Director Duong Chien Thang presented gifts worth 140 million VND to encourage officers, employees, and war invalids being treated at the Mental Health Nursing Home for War Invalids.
Currently, the Bank Trade Union is actively initiating and responding to the call of the Trade Union of the industry to donate and support the people in the Northern mountainous region who suffered damage due to flash floods. These acts of kindness and compassion have continued to encourage the spirit of mutual love, responsibility and sharing with the community among the staff and employees, while contributing to building the image of the Social Policy Bank as friendly, kind and compassionate.
In the whole district of Quy Chau, there are more than 237 War Veterans Association members, of which nearly 53 are good at production and business in many different industries. The special feature of War Veterans Association members is their will to get rich and not back down in the face of difficulties. At the same time, the War Veterans Association at all levels always creates conditions for members to develop the economy, establish groups to borrow capital from the Social Policy Bank...
Not only in Nam Dan and Quy Chau, many other localities also have many examples of war invalids who have risen up to develop production and business from loans from the Social Policy Bank. Not only enriching themselves, war invalids are always willing to share their experiences and help members and local people rise up to become rich.
Up to now, the provincial Association of War Veterans has mobilized the establishment of 1,628 savings and loan groups. The total outstanding debt entrusted is nearly 1,500 billion VND, closely coordinating in the work of collecting interest, handling due debts, and risky debts. In the first 6 months of this year, the Association has coordinated with the Bank for Social Policies to lend nearly 300 billion VND to subjects managed by the Association, urging debt collection of over 215 billion VND.
