People who temporarily escaped punishment in the drug ring of 'kingpin' Van Kinh Duong
As Duong's main customers, the two women managed to escape when the boss was arrested; many other people involved have not been prosecuted.
Van Kinh Duong (38 years old, from Hanoi) and 9 accomplices in the largest drug production ring in Vietnam will be sentenced by the Ho Chi Minh City People's Court on May 14. The defendants were previously proposed by the Procuracy to be sentenced to 6 death sentences, 3 life sentences, and Vu Hoang Anh Ngoc (25 years old, aka Ngoc Miu, Duong's lover) to 20 years in prison.
The case is of a particularly serious nature, but the investigation agency has not yet arrested many people related to Van Kinh Duong.
In particular, the "mysterious" man named Tom played an important role, providing raw materials and drug production formulas to Duong in order to receive a ratio of 7 for him and 3 for Duong. However, during the investigation and in court, Duong claimed that he did not know Tom's identity, what country he was from, where he lived, "he could only speak Vietnamese"... so the authorities had no clue to arrest him.

As Duong's biggest customer and under the surveillance of Hanoi Police,Nguyen Thi Thai Hang(also known as Mrs. U) also escaped.
In 2016, knowing that Duong was producing ecstasy, Hang contacted him to order from 1 to 10 boxes (5,000 pills) at a time for 50,000-70,000 VND. The boss assigned his junior Le Huong Giang (31 years old) to arrange a delivery location. The drug delivery was so easy that Giang once asked a friend from Hai Phong to visit his family to bring it to Hang. The payment was received by Giang or Nguyen Thu Huyen. In total, Giang delivered 17,500 pills of drugs to Hang 6 times.
Similar,Dao Thi To Lyis a drug dealer in Hai Phong and Ho Chi Minh City, many times hired Pham Thi Thu Huyen to get drugs from Van Kinh Duong to resell. When Le Van Mang brought 12,000 drug pills to Hai Phong to deliver, he was arrested by the police, Ly quickly fled the area. The investigation agency continues to consolidate evidence to prosecute her.

During the drug production process, Duong askedNguyen Ky Anh(37 years old, from Hanoi) supervises and guides his juniors. This man is a cellmate of Duong at Thanh Lam prison (Thanh Hoa).
In mid-2016, Ky Anh stayed at a villa rented by Duong in Trung Son residential area to instruct Nguyen Duc Ky Nam (Duong's cousin), Pham Bao Quan and Le Van Mang to experiment with drug production. At another villa in Binh Chanh district, Duong also produced drugs. Due to using many tools at the same time, an electrical overload caused a fire, Duong asked Ky Anh and Quan to clean up and collect the drug production tools to bring back there for use.
After preparing 4 kg of drug powder, Duong instructed his juniors and Ky Anh to make pills to sell to Ba U in Hai Phong, but they were returned due to poor quality. Around August 2016, Ky Anh returned to Hanoi and did not participate anymore, but still contacted Mang to instruct him on how to mix drug powder and make pills.
Working with the investigation agency, Ky Anh only admitted to sitting outside watching the villa for Duong for more than a month. When the villa in Binh Chanh burned down, he was asked to come down and clean up. Duong said he paid Ky Anh 240 million VND but that was "housekeeping fee".

Using the excuse that he was producing chemicals for a leather factory but his house was too small, Duong brought hundreds of barrels of Methanol and Acetone to the house of Tran Xuan Dung (an acquaintance in the car club). On April 4, 2017, Duong gave him 4.5 billion VND and asked him to exchange it for 200,000 USD to deliver to a person at An Dong market (District 5).
Through many hands, the money is transferred toLe Ngo Tuan(also known as Tu, residing in District 3). Police suspect Tuan of providing raw materials and drug production formulas to Duong, but he has already left for Canada.
In addition, Duong only confessed to his and his accomplices’ drug production and trafficking, but did not reveal who bought his drugs in Ho Chi Minh City. The investigation agency determined that they were probably very close relatives of the drug lord.

Leading the country's largest drug production line, Duong and his accomplices seized 124 kg of pure drugs. After sharing them with Tom (whose identity is unknown), Duong's group processed and pressed them into 500,000 ecstasy pills (120 kg) disguised in coffee packages. Duong's line successfully sold 18 kg, most of which were sold to Mrs. U in Hai Phong, the rest were stored in many places and were not sold yet when they were destroyed.
Duong was prosecuted on 5 charges:Illegal drug trafficking, Fraudulent appropriation of property, Escape from detention, Forgery of seals and documents of agencies and organizations. Vu Hoang Anh Ngoc is said to have assisted his lover in storing 3,500 drug pills. The other defendants were active accomplices of Duong.
The People's Procuracy proposed that the court sentence Van Kinh Duong, Le Van Mang, Pham Bao Quan, Nguyen Duc Ky Nam, and Nguyen Dac Huy to death. The defendants Nguyen Thu Huyen, Nguyen Ba Thanh, and Pham Thi Thu Huyen were recommended to be sentenced to life in prison.
