1 - French President Francois Hollande visits Vietnam

President Tran Dai Quang presided over the welcoming ceremony for French President Francois Hollande at the Presidential Palace.

On September 5, French President Francois Hollande arrived in Vietnam to begin a state visit from September 5 to 7, at the invitation of President Tran Dai Quang.

President Hollande's visit aims to concretize the content of the Vietnam - France Strategic Partnership established in 2013, concretizing cooperation directions in politics - diplomacy, security - defense, trade - investment, science - technology, education - training... France is Vietnam's 5th largest European trade partner. Two-way trade in 2015 reached 4.2 billion USD, an increase of 19% compared to 2014. As of April 2016, France ranked 3rd among European countries and 16th out of 114 countries and territories investing in Vietnam.

France is the leading European bilateral ODA donor to Vietnam and Vietnam ranks second among French ODA beneficiaries in Asia with a total committed capital of up to 18.4 billion USD (since 1993). In 2015, France provided Vietnam with 110 million USD. Regarding security and defense cooperation, France was the first Western country to have a defense attaché in Vietnam (1991).

2 - Prime Minister Nguyen Xuan Phuc attends the 28-29 ASEAN Summit

On September 6, Prime Minister Nguyen Xuan Phuc attended the 28th-29th ASEAN Summits and related summits held in Vientiane, Laos from September 6 to 8.

The 28th-29th ASEAN Summit and related summits were attended by leaders of 10 ASEAN countries, China, Japan, South Korea, the United States, Russia, India, Australia, New Zealand and the United Nations Secretary General.

Promoting a proactive, positive and responsible role, playing a “core role” in a number of major ASEAN issues, the Vietnamese delegation attending these ASEAN summits aims to contribute to promoting closer ASEAN connectivity, more effective operations, strengthening solidarity, unity and promoting ASEAN’s central role, and promoting comprehensive and substantive relations between ASEAN and its dialogue partners.

3 - The Secretariat decided to expel Mr. Trinh Xuan Thanh from the Party.

From September 6 to 8, the Central Inspection Committee held its 6th session. At this session, the Central Inspection Committee reviewed and concluded the following contents: Proposing the Secretariat to take disciplinary action by expelling comrade Trinh Xuan Thanh from the Party.

On September 9, the Secretariat met under the chairmanship of General Secretary Nguyen Phu Trong to consider disciplining Mr. Trinh Xuan Thanh - Provincial Party Committee member, former Vice Chairman of Hau Giang Provincial People's Committee. Based on the content, nature, and level of the violation, and based on Regulation No. 181-QD/TW, dated March 30, 2013 of the 11th Politburo on handling Party members who violate the law, the Secretariat voted 100% by secret ballot to decide to discipline Mr. Trinh Xuan Thanh by expelling him from the Party.

4 - The Ministry of Public Security proposed to prosecute Ms. Chau Thi Thu Nga and her accomplices.

The Ministry of Public Security's Investigation Police Agency (C46) has just issued Document No. 3119/C46-P11 to the Government Portal providing information on the investigation results of the case of Chau Thi Thu Nga and her accomplices committing fraud and appropriating property.

Accordingly, the Ministry of Public Security's Investigation Police Agency (C46) is investigating the case of Chau Thi Thu Nga and her accomplices committing fraud and appropriation of property at Housing Group Joint Stock Company and the B5 Cau Dien project, Bac Tu Liem district, Hanoi city.

On August 25, 2016, the Ministry of Public Security's Investigation Police Agency concluded the first phase of the investigation, transferred the case file to the Supreme People's Procuracy to propose legal prosecution of the accused Chau Thi Thu Nga (former National Assembly Delegate of the 13th term, Hanoi City National Assembly Delegation) and her accomplices (including 7 accused) and continue to investigate the second phase of the case.

5 - Students across the country enthusiastically opened the new school year 2016-2017

In the 2016-2017 school year, the country had 22.5 million students, of which about 20.5 million were pupils. The opening ceremony of the new school year was held simultaneously at schools under the direction of the Ministry of Education and Training with the requirement of being brief but solemn with full rites.

The festival will include healthy and impressive group activities to make the first day of school a sacred memory for students, especially those who are going to school for the first time.

On the occasion of the opening of the 2016-2017 school year, President Tran Dai Quang sent a congratulatory letter to generations of officials, civil servants, education officials, parents and students nationwide. 6 - Suspect prosecuted for killing 4 people in a family in Lao Cai

On September 6, the Investigation Police Agency of Lao Cai Province Police announced that it had issued a decision to prosecute Tan Lao Lo (24 years old) to investigate the murder in the massacre of 4 people in a family in Phin Ngan village, Bat Xat district, Lao Cai.

According to the initial investigation results, the police determined that Lo was the perpetrator of the horrific massacre, killing 4 people in the family of Mr. Tan Ong Nai in Phin Ngan village on August 9. Initially at the police station, Tan Lao Lo confessed to his crime.

On August 9, Lo went to the area near Nai's house and met Ms. Tan Ta May (Mr. Nai's wife). The two had an argument. Lo used a stick to beat Ms. May's head to death and then dumped her body in a pond. Then he went into the house and killed his niece and two children.

After nearly a month on the run, Lo was arrested by police in a mountainous area near his parents' house in Phin Ngan village on the evening of September 4.

7 - Truck driver saves passenger car from losing brakes while going downhill

"I immediately thought of the horrifying image of the traffic accident on Prenn Pass in Da Lat that killed 8 people, so I made a bold decision at that moment."

At 2:30 p.m. on September 6, Mr. Phan Van Bac (30 years old, from Da Huoai district, Lam Dong) was driving a truck carrying agricultural products from Da Lat to Ho Chi Minh City. When he was a few hundred meters from the foot of Bao Loc pass, he proactively slowed down the truck so that the passenger bus could crash into the truck and slow down.

After the bus crashed into the truck, Mr. Bac drove and braked to help the bus go down the mountain pass and stop on a flat surface. When both vehicles stopped, the front of the bus and the rear of the truck were severely damaged. The driver and passengers on the bus were safe.

On September 8, President Tran Dai Quang and the Minister of Transport sent letters praising the brave actions of driver Phan Van Bac.

8 - Meritorious Artist Han Van Tinh passed away

After a period of fighting lung cancer, Meritorious Artist Han Van Tinh breathed his last at his home in Tu Liem (Hanoi), at the age of 59.

Meritorious Artist Han Van Tinh is one of the artists loved for his simplicity and honesty. He studied at the Hanoi Theater School in 1973. After graduating, he worked at the Central Tuong Troupe (now the Vietnam Tuong Theater) until 2015.

Han Van Tinh has won many prestigious awards: Silver Medal for the role of Ly Dai Hy in the play "Black Sunset", Silver Medal for the role of Tho Cong in the play "Bach Tinh", Medal "For the cause of Vietnamese theater" awarded by the Vietnam Theater Artists Association,... Although he is a famous artist in the Tuong theater, he is better known to the audience for his supporting roles in television dramas. Especially the role of Chu Van Quynh in the film "Land and People".

9 - Officially conduct a comprehensive inspection of the Mobifone purchase of AVG

The Government Inspectorate will conduct a comprehensive inspection of the MobiFone purchase of AVG within 50 days.

On the morning of September 6, the Government Inspectorate officially announced the decision to conduct a comprehensive inspection of the Mobifone project to purchase 95% of shares of Global Audiovisual Joint Stock Company (AVG); the inspection period is 50 actual working days at the unit from the date of announcement of the decision.

According to Decision No. 2220 dated August 26, 2016 of the Government Inspector General Phan Van Sau, the Government Inspectorate will conduct a comprehensive inspection of the Mobifone Project to purchase 95% of shares of Global Audiovisual Joint Stock Company (AVG); the inspection period is 50 actual working days at the unit from the date of announcement of the decision (excluding holidays). The inspection team is led by Mr. Le Quang Tiep - Chief Inspector, Deputy Director of the Department of Inspection of the Industry Economic Sector (Department I - Government Inspectorate).

At the same time, the Government Inspector General also decided to establish a Team to supervise the activities of the Inspection Team led by Mr. Le Quang Ha - Deputy Director of the Department of Supervision, Appraisal and Post-Inspection Handling (Government Inspectorate) as Team Leader.

10 - Vietnamese weightlifter wins 2016 Paralympic gold medal, breaks world record

Le Van Cong was unsuccessful in his second attempt, but excelled in his third attempt to win the gold medal.

Weightlifter Le Van Cong successfully conquered the 183kg weightlifting threshold, thereby helping Vietnam win the first gold medal in history at the Paralympics.

And the athlete from Ha Tinh maintained his form to win the first gold medal for Vietnam at the 2016 Paralympics, and broke the world record with a weight of 183kg. This is the first time Vietnamese sports have won a gold medal at a Paralympics.

On the afternoon of September 9, Prime Minister Nguyen Xuan Phuc sent a letter of commendation to weightlifter Le Van Cong. The Prime Minister emphasized that he would request the Department of Physical Education and Sports and all levels, sectors, and media agencies to step up propaganda and mobilization work to learn from the example of outstanding will and effort of athlete Le Van Cong.
