Cases where drivers must reduce speed

Vietnamese law has stipulated cases where drivers must reduce speed to ensure safety for vehicle operators and other road users.

According to Article 5, Circular 31/2019/TT-BGTVT, when participating in traffic, vehicle drivers must reduce speed to be able to stop safely in the following cases:

There are signs, warnings of danger or obstacles on the road

Vehicle swerving or visibility is limited.

Through level crossings, level crossings with railways; roundabouts; roads with winding terrain; steep passes; sections of road with narrow, uneven pavement.

Crossing bridges, narrow culverts; going through spillways, tunnels, underpasses; when going uphill, when going downhill.

Through areas with schools, hospitals, bus stations, public works with large concentrations of people; densely populated areas, factories, offices located along the road; areas under construction on roads; scenes of traffic accidents.

When there are pedestrians, wheelchairs of disabled people crossing the street.

There are animals walking on the road or grazing close to the road.

Avoid vehicles traveling in the opposite direction or when allowing vehicles behind to overtake; when there is a turn signal or emergency signal from the vehicle in front.

Approaching the bus stop, there are buses getting on and off.

Encountering priority vehicles on duty; encountering oversized vehicles, overweight vehicles, vehicles carrying dangerous goods; encountering pedestrians.

It's raining; there's fog, smoke, dust; the road surface is slippery, muddy, with lots of rocks, soil, and scattered materials.

When driving a vehicle through the vehicle load control station, traffic police station, or payment transaction station for vehicles using the road.

Pursuant to Point a, Clause 3, Article 6, Decree 100/2019/ND-CP, it is stipulated that:

"Article 6. Penalties for drivers and passengers of motorbikes, mopeds (including electric motorbikes), vehicles similar to motorbikes and other types of motorbikes violating road traffic rules.

3. A fine of VND 400,000 to VND 600,000 shall be imposed for one of the following violations:

a) Changing direction without reducing speed or without signaling (except when driving along a curved road section where the roads do not intersect at the same level).
