President Putin's dramatic statements about the new world order and military campaign
(Baonghean.vn) - The Valdai International Discussion Club took place in Sochi from October 2-5 with the theme "Just Multipolarity: How to Ensure Security and Development for All". One of the important highlights was the speech of President Vladimir Putin.
During nearly four hours of speaking at the Valdai International Discussion Club, President Putin specifically called for building a new world, and discussed the image of Russia in particular, and the world in general, in the future.

About the new world order
“Our Western colleagues, especially the United States, not only arbitrarily set up rules, but also teach who should implement them, and how to implement them; who should behave in what way. This is also a manifestation of colonial thinking. We always hear: 'you must', 'you have an obligation', 'we are seriously warning you'. Who are you anyway? What right do you have to warn someone? It is time to finally get rid of this period of thinking.”
“I want to say: Wipe your eyes! This period is long gone, and will never return.”
On Western politics
“The United States and its satellites set themselves the goal of hegemony, but Russia understood from the very beginning that such an attempt would inevitably fail. The world is too complex and diverse to depend on a single plan, even if behind it lies the enormous power and might of the West, accumulated over centuries and colonial policies.”
“The influence of the West in the world is a huge financial-military pyramid. It constantly needs new fuel to develop its natural, technological, human resources. Therefore, the West simply cannot stop, and has no intention of doing so.”
“They are trying to replace international law with an order, based on certain rules. What order? What rules? What are these rules? Who invented them? It is completely incomprehensible. Well, this is just nonsense. They are trying to plant in the minds of millions of people.”
On the objectives of the special military campaign
“The so-called war in Ukraine was not started by Russia. On the contrary, we are trying to end it. It was not us who organized the coup in Kiev in 2014 – a bloody, unconstitutional coup. We are not the ones who intimidate the people of Crimea and Sevastopol with fascist ethnic cleansing. We are not the ones who force Donbass to obey us with shelling and bombing. We are not the ones who threaten to use violence against those who want to speak their native language. It was Kiev that used tanks and artillery to wage war in the Donbass region. This conflict, started by the Kiev authorities with the active and direct support of the West, is now in its 10th year. The special military operation was launched to end it.”
“Russia is the largest country in the world, in terms of territory. We have no interest in conquering any more territories. We still need to develop Siberia, East Siberia and the Far East. This is not a territorial conflict and not even about establishing a geopolitical balance in the region. The issue is much broader and more fundamental. We are talking about the principles of the new world order. Lasting peace can only be established when people feel secure and know that their opinions are respected.”
“Where will our special military operation end? You know, this is not a territorial issue, but a question of ensuring the security of the Russian people and the Russian state. This is a much more complicated question than any territorial issue. The security of those who consider Russia their homeland, and we consider them as our blood and compatriots.”
Six Principles of Russia
First, the desire to live in an open, connected world without barriers; Second, preserving the world's national and cultural diversity, not dictating how we should live; Third, the world of the future is a world of collective decisions, not individual ones; Fourth, building lasting peace based on respect for the interests of all - from big to small; Fifth, fairness for all, ensuring everyone has equal access to modern benefits; Sixth, equality for all nations in the world.

On testing nuclear-powered missiles
“We have completed the work on the creation of modern strategic weapons that I spoke about and announced several years ago. We have successfully tested the Burevestnik, a cruise missile with a nuclear warhead and a nuclear engine. We have also completed the development of the heavy Sarmat missile. What remains is the administrative procedures, the transition to serial production and their deployment into combat. And we will complete this in the near future.”
On the nuclear threat
“Russia’s response to a nuclear attack on its territory is absolutely unacceptable. Because, from the moment an attack missile is detected, no matter where it comes from, from any ocean or any territory in the world, Russia will retaliate with hundreds of missiles, so that no enemy will have a chance to survive.”
“We do not need to lower the nuclear threshold in the Russian military doctrine. Why? Everything can change, but I do not see the need for this. Currently, there is no situation that could threaten Russia's position and the existence of the Russian state. I think that people with a clear mind and a clear memory will not think about using nuclear weapons against Russia.”

Experts evaluate President Putin's speech
Commentators on the Chinese news portal Guancha described the Russian leader’s speech at the Valdai International Discussion Club as a clear insight and assessment of the overall situation. “President Putin is telling the truth. It’s just a pity that some people in the US and the West in general don’t want to hear it.”
Political scientist, international expert, Director of the International Institute of Modern States, Alexei Martynov called President Putin's rhetoric academic and civilizational. “The core theme of President Putin's speech was precisely the civilizational aspect. In my opinion, the core of what the president wanted to convey is that civilization is not a territory, but a people. Based on this approach, everything else will follow.”
Vladimir Shapovalov, a member of the Council of the Russian Political Science Association, expressed confidence that President Putin's message will be heard both in the West, as well as in the East and the Southern Hemisphere.
“It should be emphasized that President Putin’s speech was addressed to all the inhabitants of the world, both to Russian citizens and to Western citizens. If in relations with Western countries the reaction may be different, then in relations with Asian, African and Latin American countries the president’s message will obviously receive widespread approval. And, moreover, it is hoped that this call will be implemented in the formation of a just world order.”
Shapovalov noted that Western leaders will react “anxiously and negatively” to President Putin's speech, but many Westerners will support the Russian leader's views.
Tiberio Graziani, President of the International Institute for Global Analysis, assessed that the six geopolitical principles of Russia proposed by President Vladimir Putin are a guideline, a compass for a new world order; this initiative can be called the “Putin Doctrine”. According to Graziani, the “Putin Doctrine” is in complete contrast to the hegemonic policy of the West over the past 30 years.
