The Standing Committee of the City Party Committee issued Regulation 25 and Document 242, which were implemented quite seriously by cadres and Party members, such as not smoking or drinking alcohol at lunchtime and during working hours. 87 individuals in various positions across different agencies were selected to be exemplary models of "Learning and following the moral example of Ho Chi Minh." Each collective improved its working methods and procedures in a practical and effective direction.
Currently, Party branches have reformed their activities towards greater substance, strengthening thematic discussions and overcoming formalism. For example, in Block 5, Thu Thuy Ward Party Committee, Directive 03 has been incorporated into the main content of its meetings, and each month a specific theme is selected for discussion, such as environmental sanitation; neighborhood security; economic development; religious affairs, etc.
Following President Ho Chi Minh's teachings, the "one-stop" center in Cua Lo town facilitates quick and convenient administrative procedures for businesses and citizens. Cadres, Party members, and workers of the town's Water Supply Company practice water conservation in production and enhance their responsibility to their work, reducing water loss from 29% to 15%; they also organize unpaid Saturday work to serve the people. Also, based on Regulation 25, each locality, agency, and unit in Cua Lo town has established "savings boxes," and cadres and Party members contribute monthly to help and support poor and disadvantaged households.
In Nghi Hai Ward, each official and civil servant contributes 20,000 VND per month, helping three needy families with over 3 million VND; officials and civil servants of the Town Party Committee contribute 50,000 VND each month from their salaries to build a Children's Support Fund; each official of the Town's Fatherland Front and Red Cross Society saves 50,000 VND per month to help Ms. Nguyen Thi Ngan, an 83-year-old disabled woman without family support in Block 3, Nghi Tan Ward; the Town Women's Union mobilized its members to contribute over 42 million VND to support the construction of a house for Ms. Nguyen Thi Lien in Nghi Hai Ward...

According to Mr. Trinh Xuan Tuong, Chairman of the Veterans Association of Thu Thuy Ward: Following the tradition of solidarity and mutual support among soldiers, 26 veteran members of Thu Thuy Ward have come together in the "Economic Development Club" to help each other develop. In addition, club members voluntarily contribute to a fund to support each other's businesses and allocate 40% of the total fund for interest-free loans to veteran members of the ward. Currently, the fund has over 100 million VND and aims to reach 200 million VND by July 2013.
Along with the "Economic Development" Club, 40 female veterans gathered in the "Female Veterans" Club, enthusiastically leading the movement to build culture, maintain environmental hygiene, educate their children, and help families in difficult circumstances. The veterans also demonstrated a frugal lifestyle to support the Association's "savings box".
In Thu Thuy ward, organizations and individuals have chosen practical actions. The Women's Union established a charity savings fund to help poor members and those in difficult circumstances improve their lives. The Education Promotion Association maintains the "Study Drum" program, creating a disciplined learning environment for children. The Youth Union undertook the project of repairing and protecting the Martyrs' Memorial. Cadres and residents of Block 6 voluntarily contributed to building 500 meters of concrete road within the block. Besides promptly resolving people's requests and problems, the ward's officials and civil servants contribute 10-15 thousand dong monthly to the "savings box" at the ward office; they also practice saving on office supplies, electricity, and water, saving over 2 million dong each month.
Comrade Hoang Duc Cuong, Secretary of the Cua Lo Town Party Committee, affirmed: "The Cua Lo Town Party Committee has organized the study and implementation of Directive 03 and the plans and guidelines of the Central Committee and the Provincial Party Committee through practical and effective actions, spreading from within the Party, the State, the Fatherland Front to mass organizations and the people."
