Practical actions
(Baonghean) - After three years of implementing Directive 03 of the Politburo on continuing to promote the "Study and follow the moral example of Ho Chi Minh," many exemplary individuals and groups have emerged in the province. Through concrete actions closely linked to reality, the movement has brought about positive changes in various aspects of life and has had a strong ripple effect among all strata of the population.

Ms. Nguyen Thi Hao, a teacher at Do Luong 2 High School, has 16 years of experience teaching history. Dedicated and passionate about her profession, Ms. Hao has always been concerned with the question: How can I make students love and be interested in history? After many sleepless nights, she decided to create a transformation in each lesson by changing the way she imparts historical knowledge to her students. Outside of class, Ms. Hao spends a lot of time conducting fieldwork, collecting historical evidence, and meeting with historical witnesses to supplement the content of her lectures. In addition, in each history lesson, Ms. Hao chooses to teach by telling historical stories, connecting timelines and events to current events that are close to everyday life. Therefore, each of her history lessons is very interesting and engaging for her students. As a result, more and more students understand and enjoy learning history.
Ms. Hao was recognized by the school's Party branch as one of the exemplary individuals in implementing Directive 03 at the unit. Ms. Hao shared: "In my opinion, studying and following the example of Uncle Ho is not something lofty or grandiose, but rather very simple and close to daily life and work. Therefore, I always believe that I need to choose practical things that are closely related to my professional duties, contributing to the better education of students." Like Ms. Hao, teachers at Do Luong 2 School choose to care for and help students through concrete and practical actions, thereby helping students strive for self-improvement and training. Mr. Nguyen Thanh Long, Party Secretary and Principal of the school, said: “The teachers have chosen to follow very simple principles, such as tutoring a weak student to become a good student; tutoring a misbehaving student to become a well-behaved and diligent student; and striving for a 100% graduation rate. In each course, the teachers at Do Luong 2 High School always choose to help a few students from disadvantaged backgrounds, encouraging them to excel in their studies and training. Through these actions of learning from and following President Ho Chi Minh, combined with the professional work of the teaching staff, the quality of teaching and learning at Do Luong 2 High School has improved significantly in recent years.”

In Ngoc Son commune, Quynh Luu district, implementing Directive 03, the commune Party Committee has adopted many specific and creative approaches, thereby creating strong changes in all aspects of social life. At the beginning of implementing Directive 03, the commune Party Committee developed a set of six rules outlining the necessary standards for cadres and Party members. This has contributed to enhancing the responsibility and pioneering spirit of cadres and Party members in their daily lives and work. A new initiative in Ngoc Son is the public posting of registration forms for studying and following the moral example of Ho Chi Minh by cadres and Party members at the commune headquarters and village meeting halls.
Comrade Ho Ba Canh – Secretary of the Party Committee of Ngoc Son commune shared: “Publicizing the commitments made by cadres and Party members has a great effect. First of all, the people are aware of and can monitor the implementation process. Conversely, each cadre and Party member uses this to overcome weaknesses, strive to improve themselves, and serve the people better. The implementation of Directive 03 is therefore continuous, not perfunctory or formalistic, and prevents the situation of registering and then not implementing it.” These profound changes in cadres and Party members have created trust among the people, building unity in villages to build and develop the homeland. Clearly, in building new rural areas, promoting the spirit of cadres and Party members being pioneers and role models for the people to follow, the new rural development program has been widely implemented and achieved high effectiveness in all 12 villages of the commune.
For example, in Hamlet 9, although the Party branch only has 6 members, these members have become shining examples in various movements, especially in road construction. For instance, Comrade Nguyen Xuan Hoi, the Party branch secretary, voluntarily donated 60 square meters of land and dismantled a concrete fence to widen the road. This exemplary action by the secretary inspired a spirit of volunteerism among the people. Many villagers voluntarily donated land, and all 127 households in the hamlet contributed money to complete nearly 1 kilometer of new rural roads. “Not only for long alleyways, but also for alleys with only one or two households, the Party branch discussed, consulted, and received the people's agreement to contribute money and labor to build concrete roads in these alleys to ensure fairness for everyone in the hamlet,” Comrade Hoi said. Thanks to these effective and practical actions, during the three-year review of the implementation of Directive 03 of Quynh Luu district, the Party Branch of Hamlet 9, Ngoc Son Commune Party Committee, was one of nine collectives commended by the Quynh Luu District Party Committee. On a general level, thanks to exemplary models like the Party Branch of Hamlet 9, the commune's New Rural Development program has achieved many positive results. To date, the commune has completed 14 out of 19 criteria, becoming one of the exemplary New Rural Development models in Quynh Luu district.
In the Party Committee of the Nghe An Department of Transport, the implementation of Directive 03 has created a significant shift in the awareness of cadres, Party members, civil servants, and public employees in performing their professional duties. For example, in the process of appraising driver's license applications at the One-Stop Service Center, staff members have demonstrated a high sense of responsibility, working long hours to complete their assigned tasks. Ms. Nguyen Thi Thanh Phuong, a staff member at the One-Stop Service Center, said: “Just think of it simply: people are just like us. If we go to do paperwork and the One-Stop Service staff harass or get angry, we will feel very uncomfortable. Thinking that way, I always strive to improve myself and try to better serve the needs of the people!” Through the implementation of Directive 03, the Party Committee of the Department of Transport also linked it with the implementation of Resolution 4 of the Central Committee (11th Congress), focusing on overcoming the shortcomings pointed out at the review meeting. Prominent and pressing issues such as land clearance, handling of oversized and overloaded vehicles, and violations of road safety corridors are being prioritized for resolution. In addition, efforts are being intensified to improve the quality management and appraisal of transportation projects, office buildings, and projects undertaken by districts and other sectors, thereby enhancing the overall quality of transportation infrastructure.
The form remains
Over the past three years of intensified implementation, Directive 03 has impacted the raising of responsibility awareness among cadres, Party members, Youth Union members, and association members at all levels, in all sectors, and in all localities in the province. Simultaneously, the campaign's widespread impact has positively affected many aspects of social life. However, in reality, in some places and at some times, there is still a tendency towards formalism; the registration to follow the directive is not linked to concrete actions, and there are still instances of cadres guiding and staff registering according to a template, with one person imitating another… During a visit with the working group of the Propaganda Department of the Do Luong District Party Committee to supervise a grassroots Party organization, all relevant documents were bound into books in a very proper manner. In particular, this unit even bound the registration documents of cadres and employees for easy monitoring and supervision. However, upon closer examination, it was found that all the registered actions were very general: Practicing thrift; Improve professional skills to complete assigned tasks; fully comply with the regulations and rules of the agency…
Comrade Nguyen Van Duong, Head of the Propaganda Department of the Do Luong District Party Committee, stated: “Currently, in the district, the direction of building exemplary models in units, especially key officials, is not timely or closely aligned with the situation and tasks. Inspection and supervision work in some units is not well-implemented, lacking checks and evaluations of the results of implementation by Party members, Youth Union members, and association members after they register to follow the guidelines.”
In Quynh Luu district, after a preliminary review of the three-year implementation of Directive 03, the results have been very positive, with many exemplary individuals emerging in various fields and creating a significant ripple effect. However, some Party members in rural Party branches still believe that the effectiveness of the implementation for these Party members is not yet clearly evident. Comrade Nguyen Thi Hang, a Party member of Branch 4, Quynh Ba Commune Party Committee, shared: “The implementation of Directive 03 has created significant changes for Party members who are officials and civil servants, linked to responsibility, and for Party members in leadership positions. However, for Party members in rural areas, where responsibility is not clearly defined, I find the effectiveness of implementation unclear and still superficial, despite annual registration and evaluation. Therefore, to ensure that Directive 03 truly permeates daily life, I propose that from the beginning of each year, Party organizations should assign specific responsibilities to Party members in rural areas like us.”
On a broader level, after evaluating the three-year implementation of Directive 03, the Quynh Luu District Party Committee also acknowledged that, in reality, some Party committees, especially their leaders, have not deeply understood and truly valued the study and emulation of Ho Chi Minh's moral example; they have not identified this as a regular task of the Party committees and branches; and the self-awareness of cadres and Party members has not been sufficient. In addition, the commitment to emulation by cadres and Party members in some units has not been specific, not linked to their assigned responsibilities and tasks; in some places, it has even been superficial, perfunctory, and a form of copying… To overcome these limitations and shortcomings, in an exchange with us, Comrade Nguyen Van Thang – Secretary of the Quynh Luu District Party Committee – said: Besides continuing to promote the implementation of Directive 03 in conjunction with the implementation of Resolution 4 of the Central Committee; The Quỳnh Lưu District Party Committee has determined that the review aims to build concise, easy-to-understand, easy-to-remember, and easy-to-implement ethical standards, while also improving inspection and supervision to correct deviations and errors in the implementation process.
Similarly, at the Party Committee of the Department of Transport, Comrade Nguyen Sy Dong - Deputy Secretary of the Party Committee - stated: “Our solution is that the Party Committee always emphasizes the spirit of self-awareness in each Party member, and self-monitoring of each individual's registered commitment to ‘follow the directive.’ In addition, to connect with professional work and practical situations, we recently organized inspections and monitoring of the work attitude and commitment of the Party branches of the Project Management Board, the Transport Inspectorate, the Examination Center, and the Vehicle Registration Center. Through this, we have clearly identified who has not performed well in their registered commitment and who deserves to be recognized as exemplary individuals… Therefore, we must consider the spirit of Directive 03 as a widespread movement in the lives of cadres, Party members, and the general public, a regular and systematic practice. Only in this way can we combat the bad habits and vices that still exist in some places…”
To ensure that the spirit of Directive 03 truly permeates daily life, it is necessary to continue promoting the development and replication of advanced models and exemplary practices. Party organizations at the grassroots level, mass organizations, and associations should organize thematic meetings on the implementation of Directive 03, focusing on the exemplary role of key officials. Simultaneously, strengthen the inspection and supervision of the implementation of Directive 03, integrating the implementation of Central Resolution 4 into the main content of these meetings. Strictly implement the system of attending meetings and engaging in dialogue with grassroots organizations and Party branches by key leaders and Party committees at all levels. This will enable the monitoring of officials, Party members, and association members in their commitment to following the directive and in promoting their exemplary role.
