On March 15, 2016, the Criminal Police Department (Nghe An Provincial Police) issued a decision to prosecute three subjects including Dang Hong Anh (born in 1979) residing in Tan Thanh Commune (Yen Thanh), Nguyen Duy Dong (born in 1986) residing in Tan Thanh Commune (Yen Thanh), Pham The Anh (born in 1982) residing in Dien Yen Commune (Dien Chau) for the crimes of "Fraudulent appropriation of property" and "Forgery of seals and documents of agencies and organizations". They used the trick of renting self-driving cars, then forging the car registration and then selling or pawning them for money to spend. In addition, the subjects also used the trick of buying cars on installments, then forging the car registration and then selling or pawning them.

The subjects confessed that from December 2015 to now, they have committed over 20 frauds using the above methods. Notably, among these, there was a citizen police identity card with the rank of major working in Hanoi. In addition, the police also seized many printing devices used to make these fake documents.

Tran Anh Tai was once imprisoned for "Forgery of documents". The subject has just finished serving his prison term but is "back to his old ways".

* Breaking up inter-provincial network of fake documents

Four teams of statues forged certificates of merit from the Fatherland

On July 6, 2012, the Criminal Police Department of Nghe An Province Police prosecuted and temporarily detained Tran Hong Lam (60 years old), Nguyen Cong Anh (34 years old, both from Nghe An), Ho Viet Hoang (30 years old) and Tran Huy Chuong (48 years old, both from Ha Tinh) for the crime of Forging seals and documents of agencies and organizations.

Earlier, police raided Lam's boarding house in Cua Nam ward, Vinh city and discovered that he was "producing" high school diplomas. Police seized fake diplomas from many universities and colleges, along with fake seals and documents from several schools, hospitals, and central and local agencies.

Based on Lam's testimony, the police continued to search and arrest Nguyen Cong Anh, Ho Viet Hoang and Tran Huy Chuong while they were printing fake diplomas at 3 locations. The police seized 3 screen printers, 3 sets of computers, a color printer and hundreds of "finished products" which were fake university diplomas and certificates of merit from the Fatherland.

They confessed to having set up a fake document production line for the past 2 years.

Receiving a request from the Nghe An Department of Industry and Trade to clarify the suspected fake documents of Lap Thanh Wuhan Geotechnical Company Limited. In August 2013, the Nghe An Police Investigation Security Agency investigated, clarified and successfully dismantled a ring of fake diplomas, certificates, and documents of state agencies led by Truong Quang Thach residing in Xuan Hong hamlet, Nghi Xuan district, Ha Tinh.

Through many intermediaries, Thach was the final link to forge the license to establish a representative office of a foreign trader in Vietnam for Lap Thanh Wuhan Geotechnical Company Limited. In addition, Truong Quang Thach colluded with Nguyen Van Tan, Nguyen Thanh Luan, Nguyen Van Bac in Quang Binh and Pham Hong Tuan in Nghi Loc district, Nghe An to form a network specializing in forging fake certificates such as high school diplomas, university, college, intermediate degrees, all kinds of motorcycle and car driving licenses, business licenses, and quality inspection stamps.

Perhaps, the sentence for forging seals and documents of state agencies and organizations has not awakened the famous “experts” of Nghe An.
