(Baonghean)Agreement, trust, and expectation – these are the common feelings and thoughts of veteran cadres and Party members when asked about the organization and implementation of Central Resolution 4 (11th Congress) "Some urgent issues concerning Party building work".

The 4th Central Committee Resolution has "correctly identified the problem," pointing out the shortcomings of our Party that, if not addressed, will affect the Party's prestige and leadership capacity. However, the challenge lies in how to effectively implement the resolution, how to ensure that the entire Party and society fully understand it and are determined to "match words with actions." In reality, we have long spoken correctly and eloquently, but our actions have not been good. Of the three urgent issues identified in the 4th Central Committee Resolution, all are important, but in my opinion, personnel work must be given top priority. While the Party leads, ultimately, the decisive factor in all successes in implementation is the cadre, especially the leaders. A collective whose leader is not competent or lacks courage will be severely hampered.

The Central Committee Resolution No. 4 addressed the urgent issues in Party building today, which is very timely and meets the aspirations of cadres, Party members, and the people, aiming to build a stronger and more solid Party in the new era. I remember during my second visit to my hometown, President Ho Chi Minh said: we must firmly grasp two principles: firstly, the principle of internal unity; secondly, the principle of collective leadership and individual responsibility. The Central Committee has also recognized this issue. It is crucial to clearly define the roles and responsibilities of individuals and collectives. If we wait for the collective to do everything, we easily fall into stagnation; if we rely too heavily on individuals, we easily fall into authoritarianism and tyranny. We must find a way to both leverage the strength of the collective and promote the role, responsibility, initiative, and creativity of individuals, especially those in leadership positions. We must avoid the situation where achievements are taken for granted, but shortcomings are blamed on the collective.

Mr. Truong Cong Anh - former Standing Committee member and Head of the Provincial Party Committee's Propaganda Department: "The quality of Party branch meetings needs to be improved."

To effectively implement Resolution No. 4 of the Central Committee, there are many groups of solutions, but the issue I am currently concerned about is the quality of Party branch meetings, especially those in government agencies. This is because these are places where many cadres and Party members hold positions in the political system's apparatus. In my opinion, Party branch meetings in government agencies need to be more combative, demonstrating that what is right must be supported, what is wrong must be criticized, avoiding periodic, superficial, and perfunctory meetings. To achieve this, I believe the role of the Party Committees of provincial-level agencies is very important. It is necessary to appoint the right Party secretary and elect a Party committee with high combativeness to improve the quality of Party branch meetings in agencies and units. In addition, each cadre and Party member must consider Party branch meetings as a place where they can contribute their opinions to the overall leadership of the Party branch.

Currently, a significant number of cadres and Party members are not well-disciplined and are acting contrary to the Party's regulations and charter. Therefore, in addition to promoting democracy in Party activities, it is necessary to enhance criticism and self-criticism. This is an important principle, a regular practice that President Ho Chi Minh once described as "washing one's face daily." Criticism and self-criticism must be implemented through various methods. Importantly, each cadre and Party member must dare to speak frankly and truthfully, and dare to acknowledge their shortcomings in order to correct and remedy them.

As retired officials, we are both confident and worried. We are confident in the wise leadership of the Party, but worried because, as the Central Committee has frankly pointed out, there is currently a segment of cadres and Party members who have degenerated in terms of moral character. If not dealt with promptly, this will affect the prestige of the Party and the entire revolutionary movement. Therefore, it is the duty of Party members to thoroughly understand the resolutions, guidelines, and policies of the Party, contributing to building and strengthening the Party organization, and making the Party truly clean and strong.

I agree with the solutions outlined in Central Resolution 4 aimed at overcoming limitations and weaknesses, including emphasizing the exemplary role of cadres, leaders, and managers in self-criticism and criticism. In my opinion, to effectively conduct self-criticism and criticism, two approaches are necessary. Firstly, cadres and Party members, especially leaders and managers, must be self-aware, exemplary, and serious in their actions, ensuring they are substantive and effective. Secondly, it is necessary to incorporate the opinions and enhance the supervisory role of the people, using public information channels, to inspect and filter information, helping cadres, Party members, and Party organizations overcome and correct limitations, weaknesses, and shortcomings.
