The joy of meritorious people in Nghe An when the subsidy standard increases

Along with the increase in basic salary, on July 1, 2024, the Government issued Decree No. 77/2024/ND-CP on increasing the standard level of preferential allowance for meritorious people from VND 2,055 million to VND 2,789 million, contributing to further improving the quality of life for meritorious people.

Great source of encouragement

After many years of fighting in the Southwest battlefield and Cambodia, Mr. Dau Van Hung (born in 1952), Hamlet 8, Nghi Dong Commune (Nghi Loc) returned to his hometown with a 25% disability rate and was infected with Agent Orange. Before July 2024, according to Decree No. 55/2023/ND-CP dated July 21, 2023 of the Government, he received a monthly allowance of 1.648 million VND for 4/4 disabled soldiers and 2.61 million VND for resistance fighters infected with toxic chemicals with a body injury rate of 41% - 60%, the total of the two amounts is more than 4.2 million VND.

From July 1 this year, according to Decree No. 77/2024/ND-CP, the total of the two subsidies that Mr. Hung received is 5,778 million VND. “Currently, many policy families and meritorious people are still facing difficulties; some people are often sick and have to worry about medicine and treatment costs... Therefore, the increased monthly subsidy helps to partly cover living expenses. More importantly, it is a source of spiritual encouragement for me and many meritorious people to have more health and joy in life,” Mr. Hung shared.

Sharing the same joy with Mr. Hung, Mr. Pham Ba Canh (born in 1963) in Hamlet 2, Hung Yen Commune (Hung Nguyen), a resistance fighter infected with toxic chemicals, was also happy that the allowance was increased. Before July 2024, Mr. Canh received a monthly allowance for people with meritorious services of 2.61 million VND. In addition, his two children infected with Agent Orange also received allowances of 1.233 million VND and 2.055 million VND. From July 1, 2024, Mr. Canh will receive a monthly allowance of 3.542 million VND, an increase of more than 900,000 VND. In addition, the allowance for his two children also increased to 1.673 million VND and 2.789 million VND, respectively.

“I have high blood pressure, and every time the weather changes, I get nerve pain. My two children are infected with Agent Orange and often get sick. Therefore, the additional VND2.1 million for the three of us, after the State implemented the policy of adjusting the subsidy level, is really meaningful to the family, helping to improve the quality of life. I am very happy with the thoughtful attention of the Party and State to the lives of people with meritorious services,” Mr. Canh confided.

In Nghia Thai commune (Tan Ky), martyr Tran Thi Sam's mother (born in 1920) had a son named Pham Van Dat who died in 1972 on the southern battlefield. According to the regulation on increasing the allowance for relatives of martyrs in Decree 77/2024/ND-CP, the allowance that Ms. Sam receives has increased from VND 2,055 million/month to VND 2,789 million/month.

Ms. Pham Thi Muoi - the youngest daughter of Ms. Tran Thi Sam said: "The monthly allowance increased by more than 700 thousand VND, not only contributing to improving life but also being a source of spiritual encouragement for my mother to live happily and healthily in the love of her children and grandchildren."

Currently, Nghe An has 65,417 meritorious people receiving monthly allowances. Among them, there are 3 revolutionary veterans, 33 pre-uprising cadres, 35 Vietnamese Heroic Mothers, 19 People's Armed Forces Heroes, Labor Heroes in the resistance war; 29,619 war invalids, people enjoying policies like war invalids; 9,051 sick soldiers; 13,102 resistance fighters and their children infected with toxic chemicals; 6 people who helped the revolution; 1,103 people serving meritorious people; 354 ​​resistance fighters who were imprisoned and exiled by the enemy; 12,902 people receiving martyrs' allowances and other beneficiaries.

Highest increase in 20 years

The excitement of Mr. Dau Van Hung, Pham Ba Canh or Ms. Pham Thi Muoi is also the common feeling of many people who are considered meritorious people in Nghe An province and have their monthly preferential allowance increased according to Decree 77/2024/ND-CP.

Accordingly, the subsidy standard level increased from VND 2,055 million to VND 2,789 million, an increase of 35.7%. The above subsidy standard level is used to calculate subsidies, allowances and preferential regimes for people with revolutionary contributions and their relatives.

According to the Ministry of Labor, War Invalids and Social Affairs, this is the highest increase in the standard adjustment of preferential allowances for people with revolutionary contributions in the past 20 years. This not only demonstrates the special treatment of the Party and State to better care for people with revolutionary contributions, but also makes an important contribution to ensuring social security.

In Nghe An, in addition to properly, fully and promptly implementing the regimes and policies of the Party and State for people with meritorious services, the province has also had specific policies to contribute to improving the lives of people with meritorious services to the revolution, such as Resolution No. 32/2020/NQ-HDND dated December 13, 2020 stipulating support policies for people with meritorious services to the revolution from poor households in the province for the period 2021-2025 and Resolution No. 30/2021/NQ-HDND dated December 9, 2021 supporting the third generation exposed to toxic chemicals during the resistance war.

From 2021 to 2024, the whole province has provided support to 6,693 households and 9,368 subjects belonging to poor households of people with revolutionary contributions, with a total budget of nearly 58.44 billion VND; supported 520 people with congenital disabilities whose biological fathers or mothers have enjoyed or are enjoying preferential subsidies for children of resistance fighters infected with toxic chemicals (3rd generation), with a total budget of 1,495 million VND; contributed to reducing the number of poor households with revolutionary contributions from 2,126 households in 2022 to 1,435 households in early 2024 (a decrease of 691 households).
