Nghe An's efforts in business development
(Baonghean) - Resolution 35/NQ-CP of the Government on supporting and developing enterprises until 2020 was issued in mid-2016, expressing the viewpoints, orientations, principles and main measures that the Government identified in supporting and developing enterprises. In Nghe An, 1,500 new enterprises were established in 2019.
Many improvements after implementation
Through the most recent surveys of the Vietnam Chamber of Commerce and Industry (VCCI), the business community's reflection on the implementation of the tasks stated in the Resolution of ministries, branches and localities has revealed a number of trends such as: The business environment has had certain improvements, the world's assessment indexes as well as the survey results of Vietnamese enterprises' perceptions and the opinions of many experts all show the same results; there are still uneven reforms among sectors.
Some areas have seen positive changes in both policy development and implementation, while others have not seen significant improvements. According to VCCI, business registration is highly appreciated, the tax sector has seen many positive changes, and the rate of businesses registering online, by post or through the Public Administration Center has increased.
Regarding tax payment, a survey of more than 97% of 1,700 surveyed enterprises on satisfaction with tax administrative procedures in 2019 agreed with the assessment that electronic tax payment procedures are easy to implement, only 3% considered them difficult. Other areas such as access to credit and access to electricity continue to be highly appreciated by enterprises...
In 2019, a number of Ministries continued to issue Decrees to reduce business conditions in the fields under their management.

The business environment continues to improve, with the percentage of businesses reporting that their peers often have to pay additional informal fees decreasing from 66% in 2016 to over 50% in 2019.
However, the phenomenon of harassment in handling administrative procedures is still changing slowly, and many businesses still "complain" about the delay, or even lack of reform in many areas.
The business community reflects that there is uneven reform among sectors, and that some agencies are still reforming in a perfunctory and formal way.Some Ministries and sectors seem to not want to continue issuing Decrees to reduce business conditions because they did so in 2018. Among the Ministries that continue to review, the level of reduction is not as strong as last year.
Mr. Dau Anh Tuan, Head of the VCCI Legal Department, said that if the growth rate of the past 3 years is maintained, it will be very difficult to achieve the target.
It is estimated that if the growth rate of the number of enterprises in the period 2015 - 2018 is maintained at approximately 17.3%, by the end of 2020, our country will have about 984,000 enterprises, reaching over 98% of the target set by Resolution 35.
“In the remaining time, much stronger reform measures are needed, not only in terms of market entry but also in terms of business support measures, to achieve the set goals,” Mr. Tuan emphasized.

According to Decision No. 3171/QD-UBND dated July 1, 2016 of Nghe An Provincial People's Committee on the Action Program to implement Resolution No. 35/NQ-CP of the Government on supporting and developing enterprises by 2020, Nghe An province strives to have over 20,000 operating enterprises by 2020, creating jobs for about 35,000 - 37,000 workers on average each year.
In 2019, the province established over 1,500 new enterprises with a total registered capital of nearly 14,000 billion VND, an increase of about 32% over the same period; creating new jobs for about 38,000 workers. The rate of online business registration applications has so far reached 99.73%, the highest in the country. Currently, the total number of enterprises operating in Nghe An is about 13,000.
According to the Report on the implementation of Resolution 02 in 2019 and Resolution 35 of the Government conducted by VCCI, if the growth rate of the number of enterprises in the period of 2015 - 2018 is maintained at approximately 21.5%, by the end of 2020, Nghe An will have about 17,282 enterprises. Now that 2019 is over, achieving this in 2020 is extremely difficult.
In order to achieve the desired number of sustainable enterprises that are competitive in the domestic and regional markets, not only this year but also in the following years, Nghe An province needs to direct more drastically, consistently and thoroughly improve the business environment to attract investment, especially large investors; simplify administrative procedures, continue administrative reform in the field of Business Registration, and thoroughly resolve difficulties for enterprises.
In addition, effectively implement the plan to train Nghe An businessmen in conjunction with improving competitiveness in the integration period of 2016 - 2020 and the following years to create an increasingly strong team of businessmen with enough heart, vision, knowledge, capacity and qualifications to proactively integrate deeply into the global economy, contributing to promoting the development and integration of the province's economy./.
