Up to now, after more than 4 months of operating the two-level local government, in the communes and wards in the province, there is still a situation of local surplus and shortage of cadres and civil servants. Faced with this reality, the Standing Committee of Nghe An Provincial Party Committee has issued drastic instructions to overcome this situation. And most recently, on November 10, the Provincial Party Committee issued Conclusion 07 on continuing to receive, mobilize, and second cadres, civil servants, and public employees to work in communes lacking cadres and civil servants in the province.
