(Baonghean) - Recognizing the role and responsibility of the unit in the cause of homeland renewal, cadres, Party members, and employees of the Nghe An Provincial Urban Environment One-Member Limited Liability Company have always upheld the spirit of solidarity, strived to overcome many difficulties, and been determined to excellently complete all tasks for many consecutive years.

In recent years, despite the fact that the approved financial plan targets for each year are not higher than the previous year, and the working conditions of most workers are mostly night-time, arduous, hazardous, and low-paying, the Nghe An Provincial Urban Environment Company Limited has prioritized its professional duties and successfully achieved its set goals and targets, such as collecting street and residential waste in Vinh City, loading and transporting household waste, processing waste at the Nghi Yen Solid Waste Treatment Complex (Nghi Loc), and collecting construction waste. Annual revenue from contracted services with the city and other services has increased. Compared to 2010, total revenue in 2014 reached over 53.8 billion VND, an increase of 30%, with an average growth rate of over 61%, a 3.5-fold increase. As a result, workers' incomes have steadily increased, with 100% of the workforce employed and an average per capita income of 4.2 million VND/person/month, a 30% increase compared to 2010. The production and service sector has signed numerous contracts with domestic and international clients, including those from Hung Nguyen, Nghi Loc, Quynh Luu districts, Cua Lo town, Hoang Mai town, and Ha Tinh province...

The company's capital construction investment sector has achieved significant accomplishments; the company has coordinated with contractors and directed the Management Board to accelerate the construction progress and put the Nghi Yen Solid Waste Treatment Complex into operation in 2013. The company's headquarters building was completed and put into use in 2011 with a total cost of over 14.8 billion VND. Investment procedures were completed and construction of landfill cells 2A and 2B of the Nghi Yen Solid Waste Treatment Complex commenced, along with the planning for the construction of small and medium-sized crematoriums in Vinh City (Nghi Kim, Nghi Lien, Hung Hoa). Thanks to these efforts, the company has fundamentally resolved the outstanding issues and bottlenecks in the management, collection, transportation, and treatment of solid waste in Vinh City and surrounding areas.

Recognizing environmental sanitation fee collection as a key task, the Company's Party Committee annually develops implementation plans to ensure accurate and complete collection of these fees. Since 2013, the Vinh City People's Committee has assigned the task of collecting fees directly to wards and communes, while also implementing garbage collection services throughout the city, reaching even individual households and residential areas. To date, 375 out of 378 blocks, hamlets, and residential areas in the city have implemented garbage collection (three special hamlets are not yet covered), achieving 99% coverage. To ensure better environmental sanitation management and improve the quality of garbage collection, as well as increase the income of workers, the Company has developed and implemented a plan to gradually replace sanitation workers in the blocks and hamlets with its own workforce. This transition model was implemented from the first quarter of 2014 and currently covers 193 blocks out of 378 blocks and hamlets, accounting for 42%. More specifically, the company collaborated with the Vinh City Fatherland Front Committee to mobilize over 90% of households and businesses to sign commitments to ensure environmental hygiene; and 100% of agencies and units located in the city to do so.

To achieve positive results in its professional tasks, the company annually establishes internal wage rates and unit prices based on the contract plan of the Vinh City People's Committee, and assigns work volumes to production teams and workers. It effectively implements a system of wage distribution and adjustment to suit different periods and production teams. As a result, workers' incomes increase year after year; employees feel secure and motivated to successfully complete their assigned tasks.

The Party Committee has focused on and directed the task of ensuring national defense and security, building a secure and self-reliant community; currently, the unit has 6 workers who were called up for military service and have completed their military duty and been rehired. Fire prevention and fighting work has been strengthened. Security at the Nghi Yen Solid Waste Treatment Complex is ensured. The company has advised the Vinh City People's Committee to allocate support to 42 households related to the project, ensuring they receive hazardous work allowances (approximately 4 billion VND/year). Workers are organized to operate waste treatment at the complex according to approved procedures. From 2012 onwards, the unit has issued regulations on landfill management, occupational safety and hygiene, and workplace order, creating high consensus among staff, workers, and the local people.

One of the key approaches to building a solid foundation for all activities at the Company is focusing on establishing a comprehensive and practical grassroots democracy system that yields high effectiveness. The Party Committee has directed mass organizations to develop working regulations, prioritize public relations work, and effectively implement grassroots democracy within the unit. This includes transparently disclosing content, programs, and methods to employees; publicly identifying difficulties so that employees understand and can find ways to resolve issues promptly, especially regarding legitimate rights. The Company's Party Committee also launched the movement "listening to and prioritizing the satisfaction of the people and those served in all actions"; thereby creating consensus and unity among a large number of cadres, Party members, and employees.

Furthermore, the Company's Party Committee always pays attention to political and ideological education, organizing the study and thorough understanding of resolutions from higher levels. It implements a campaign for cadres and Party members to save money and support poor and remote communes; company cadres and Party members jointly support the two poor communes of Nhon Mai and Mai Son (Tuong Duong district) in participating in the new rural development program with an annual budget of 40 million VND. Personnel organization has been comprehensively restructured, reviewed, and reformed. Currently, the company has 2 factories, 6 specialized departments, and 6 production and waste collection teams, basically meeting the requirements of the task. Besides focusing on appointing cadres, the company has created opportunities for 12 people to pursue university degrees to improve their professional knowledge, and 5 people to receive training in political theory. Regarding Party building, the company annually performs well in evaluating and classifying Party organizations and Party members; and in training and admitting new Party members. Over the past four years, 37 new members have been admitted (an increase of 29 compared to the target set in the Resolution). Notably, the Company has conducted four inspections at five Party branches regarding the implementation of the Party Committee's Resolution and the Party Charter; and handled petitions and complaints to purify the leadership and management apparatus within the Company...

Thanks to its diligent efforts in fulfilling its assigned tasks, the Party Committee of Nghe An Provincial Urban Environment Company Limited has consistently achieved the title of "Clean and Strong" for many years. Specifically, in 2012 and 2013, it was recognized as an "Outstanding Clean and Strong" Party Committee, and in 2014, it was recognized as an "Outstanding Clean and Strong" Party Committee for three consecutive years (2012-2014). The Provincial Party Committee awarded it a Certificate of Merit, and the Provincial People's Committee awarded it a Banner of Excellence for outstanding performance over many years. Notably, in 2014, the company as a whole and Director Hoang Van Khanh were honored with a Certificate of Merit from the Prime Minister for their outstanding achievements in the cause of national construction and defense.

Building upon the pride and achievements already attained, in the coming period, the Party Committee and all employees of the Company will continue to play a leading role in ensuring that the city becomes increasingly clean, beautiful, and civilized. They will provide advice on planning and waste treatment to ensure environmental sanitation for the province and the city. They will focus on successfully implementing the enterprise's equitization, expanding various service sectors to increase employee income, and expanding investment in internal projects to contribute to minimizing environmental pollution.
