Promoting the role of party members

Leading us on concrete roads, with flowers blooming in the sun on both sides, Party Secretary of Hamlet 14, Nguyen Huy Lan said: The hamlet has 130 households, the inner hamlet road is 2,200m long.

Since 2004 - 2005, the inner-village roads have been concreted and asphalted, the road surface is narrow, only 2m wide, after many years without being repaired, it has degraded, some sections of the road have become drainage ditches... How to upgrade and expand the traffic roads is a concern of the Party Committee and the village executive committee, because in the conditions where people still have many difficulties and the cost is large?

Therefore, when implementing Directive 05 of the Politburo, Party Cell 14 registered to follow Uncle Ho's work as a leader of the people to contribute funds to upgrade traffic, participate in movements to build new rural areas and civilized urban areas.

The above policy was issued by the Party cell's Resolution and "Party members go first, the village follows". The hamlet executive committee, the front work committee, the youth union branches and associations developed a plan to implement the campaign. During the campaign implementation process, the hamlet encountered many difficulties, especially mobilizing financial resources and the mentality of some households not wanting to contribute.

Faced with that reality, the Party cell organized for 38 cadres and party members to visit and study the new rural construction model in Ha Tinh, with all expenses of the trip personally covered by Party cell Secretary Nguyen Huy Lan.

After the tour, the Party Cell organized an expanded conference inviting comrades in the Standing Committee of the Nghi Lien Commune Party Committee, Party members in the cell, Party members living in the hamlet, and the Front work committees and hamlet executive committees to attend the meeting. The meeting focused on the topic "What do cadres and party members of hamlet 14 say about infrastructure and model new rural construction?"

The conference had a heated discussion and passed a resolution on promoting internal resources and mobilizing people to build infrastructure. At the conference, the Party cell agreed that each household would contribute 11.5 million VND, which would be assigned to the self-managed group to mobilize and build its own roads.

With the motto of party members going first, the Party cell selected the residential group with the Party cell Secretary as a member to do first, followed by the second group with the Deputy Party cell Secretary of the hamlet.

The policy was deployed by the hamlet executive committee to the people. The hamlet's approach does not implement equal contributions, in which poor households, elderly households, and single households do not have to contribute.

Instead, mobilize households with economic conditions to contribute more. After calculating and balancing, there was still a shortfall of 60 million VND, so the family of Party Secretary Nguyen Huy Lan donated more to the hamlet. Following that approach, a second group was deployed with the family of the Deputy Party Secretary actively supporting in addition to the contribution like other families.

With a systematic, creative and democratic approach, households understand the benefits of investing in infrastructure construction. As a result, in the 3 years from 2016 to 2018, the Party cell of Hamlet 14 led and mobilized people to contribute nearly 1.5 billion VND, with the family of Party cell Secretary Nguyen Huy Lan alone contributing nearly 190 million VND.

"When the Party cell proposed policies and methods that pleased the people, the Party cell secretary and Party members set an example in implementing them. We, the people, agreed to contribute money and working days. My family alone supported 20 million VND."

To achieve that success, according to Party Cell Secretary of Hamlet 14 Nguyen Huy Lan, during the implementation process, the Party Cell and Hamlet Executive Committee were always proactive, creative, and sought the most effective ways to do things.

In particular, party members promote the spirit of responsibility to the collective, know how to promote the capacity of each individual in the team of village cadres; creating the collective strength.

The hamlet executive committee also chose a way to please the people by assigning the self-governing group to mobilize capital, organize road construction, plant flowers, manage and clean the environment in the section invested by the group to ensure objectivity and financial transparency.

Spread

Along with infrastructure investment, Party Cell 14 focused on economic development. People have actively increased production, innovated crops and livestock, promoted mechanical services, electricity and water, construction, formwork rental services, food processing, creating jobs and bringing in significant income. 15 families in the village have children working abroad in Korea and Japan, and every year they send money back home to build new, spacious houses.

Life has been improved, people in the hamlet have actively participated in contributing to building cultural houses, participating in working days, contributing funds to leveling rocks and soil, clearing trees on both sides of the road, dredging drainage canals, investing in new loudspeaker systems, lighting on inner-hamlet roads, 100% of households participating in the cultural movement of hanging the national flag...

Secretary of Nghi Lien Commune Party Committee (Vinh City) Vo Dinh Hoang assessed: “Party Cell 14 always affirms the leadership role of the grassroots Party Committee, the enthusiasm of the hamlet executive committee, the participation of members of the Front Working Committee, creating trust among the people. In particular, Party Cell Secretary Nguyen Huy Lan always upholds the exemplary and pioneering role in all activities, promotes the role of party members, mobilizes people's strength, and contributes to the construction of a model new rural commune in the locality”.

For 3 consecutive years (2016 - 2018), the Party Cell of Hamlet 14, Nghi Lien Commune (Vinh City) achieved the title of clean and strong. Party Cell Secretary Nguyen Huy Lan was honored by the Vinh City Party Committee as a typical example of implementing Directive 05 of the Politburo on studying and following Ho Chi Minh's ideology, morality and lifestyle in the period 2016-2018.
