What are the agendas and timings for the Party congresses at all levels?

Reply:According to Circular 13/TT.TU dated April 26, 2025, of the Standing Committee of the Nghe An Provincial Party Committee:

*Contents of the congress:

- Party congresses at all levels will implement the following four contents:

(1) Summarize the implementation of the Party Congress resolution for the 2020-2025 term and determine the direction, goals, tasks, and solutions for the 2025-2030 term.

(2) Discuss and contribute opinions to the draft documents of the 14th Party Congress and the documents of the Party congresses of the immediate superior level.

(3) Elect the Party Committee Executive Board for the term 2025 - 2030.

(4) Elect delegates to attend the higher-level Party Congress.

In places where there are genuine difficulties in personnel preparation, and with the approval of the competent Party committee, the congress, with its three agenda items, may not proceed with the election of the new Party committee.

Party committees at the commune and ward levels (including communes not subject to merger, and communes subject to consolidation or merger that have already held congresses); and party committees (branches) that have been consolidated, merged, or newly established according to the policies, resolutions, and conclusions of the Central Committee of the Party, the Politburo, and the Secretariat of the 13th Party Congress on the arrangement and streamlining of the organizational structure of agencies and units in the political system, will hold congresses with two contents (summarizing the implementation of the resolutions of the 2020-2025 term congresses based on the content of the resolutions of the party committees and branches before the consolidation or merger; determining the direction, objectives, tasks, and solutions for the 2025-2030 term; and discussing and contributing opinions to the draft documents of the 14th Party Congress and the draft documents of the directly superior congress), without electing a new Party committee or delegates to the superior congress. The Standing Committee of the higher-level Party Committee directly appoints the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman, and deputy chairman of the inspection committee for the new term, and allocates the number and appoints delegates to attend the higher-level Party Congress.

For commune and ward Party committees that have not been merged or consolidated, and other Party organizations that have already held their congresses for the 2025-2030 term, then: (i) Organize a meeting of the executive committee to discuss the draft documents of the Party congress at the next higher level as prescribed. (ii) Based on the standards, conditions, structure, and number as prescribed by the Politburo's Directive, the Standing Committee of the Provincial Party Committee will continue to direct the review and consolidation of personnel for the Party committees for the 2025-2030 term and the personnel of delegates to the Party congress at the next higher level, ensuring compliance with regulations.

*Congress time:

- The duration of the grassroots-level Party congress or delegate congress shall not exceed 2 days, and shall be completed before June 30, 2025. The delegate congress of the Party committee at the level directly above the grassroots and the Party committees of communes and wards shall not exceed 2 days, and shall be completed before August 31, 2025. The delegate congress of the provincial Party committee shall not exceed 4 days, and shall be completed before October 31, 2025.

- Time for holding pilot congresses: At the level directly above the grassroots level, in early Q3/2025.

- For Party committees (branches) not involved in the merger or reorganization, they should proactively organize their congresses earlier than the above-mentioned time.

- The time for preparatory meetings is included in the time for conducting the congress; for levels directly above the grassroots level, it should not exceed half a day.

The consolidation and supplementation of Party committee members and standing committee members for the 2020-2025 term is carried out in accordance with Conclusion No. 128-KL/TW, dated March 7, 2025, of the Politburo on the policy of personnel work.
