Speak to the deaf man!

(Baonghean)In summary, there were many interesting things that happened at the end of the year.

Perhaps the most striking example is the evaluation of labor quality in state agencies. The work is monotonous, with nothing outstanding or exceptional. Yet, when it comes to awarding titles, it's always "advanced" or "excellent." At best, it's "completing the task." Only rarely are there a few cases classified as "not completing the task." This implies that everything is resolved quickly and efficiently. However, at the People's Council meetings, countless long-standing, "pressing and prominent" issues remain unresolved, and delegates repeatedly question them, yet nothing changes. This means that many tasks remain unfulfilled according to commitments, plans, goals, and objectives. Yet, the number of people classified as "not completing the task" can be counted on the fingers of one hand. Perhaps that's why, at the Ministry of Interior's year-end review conference, the Prime Minister assessed that the figure of 0.46% of civil servants nationwide failing to complete their tasks was inaccurate, because it's clear that the public is dissatisfied and doesn't believe this number. Previously, there had also been many dissenting opinions regarding the percentage of officials and civil servants completing their tasks as announced by the Ministry of Interior. Even Deputy Prime Minister Nguyen Xuan Phuc once cited the figure of 30% of civil servants "carrying umbrellas" (meaning they were doing nothing). To date, the head of the ministry...When the government affirms that "the people are not yet satisfied and do not yet trust," it is impossible not to acknowledge this and make necessary adjustments.

But who will correct the errors and ensure they reflect reality? And who will "take down" those who make mistakes and violate the rules of emulation and reward? Looking back and forth, we finally realize that no one can do that. Because the people are outsiders; they don't have the means or the authority to participate in this evaluation process. They are not on the payroll of any agency or unit. As for civil servants and state employees correcting and giving feedback to each other, it's like "I sing for my fellow citizens"—no matter how well or beautifully they sing. And if someone tries to be frank and honest, if they are a subordinate, they will inevitably be retaliated against by their superiors for affecting the collective achievement. If they are on equal footing, they will be ostracized and shunned by colleagues for jeopardizing someone's year-end bonus. Therefore, no matter how much we talk about it, it's unlikely to bring about any change. The reality is that this issue has been brought up, mentioned, and even satirized in the media quite a lot, yet nobody listens or makes any changes.

Therefore, even if we were to say more, everything would remain the same, just like it has been for years. And that would be like talking to a deaf person.
