Vietnamese farmers are enthusiastic as Resolution No. 26-NQ/TƯ on "Agriculture, Farmers, and Rural Areas" sets out the principle that farmers have the right to consolidate land and that land use rights can be exercised according to market mechanisms.

Many policies have been implemented for agriculture, farmers, and rural areas, but the face of the countryside has not improved much. The gap between urban and rural areas is widening, and the disparity between rich and poor remains significant. These problems have not been resolved due to a crucial factor: farmers do not truly own their land.

Now that bottleneck has been removed, peasant households have the right to consolidate land and use it long-term. From that right over the land, farmers can exercise other rights regarding cooperative production and business, improving production efficiency.

The process of land consolidation will inevitably produce professional farmers who know how to mobilize capital and apply advanced science, technology, and techniques to produce high-value-added goods. This process will also gradually eliminate small-scale land ownership and fragmented production, leading to the formation of large-scale, modern farms with production closely linked to business and the market.

These professional farmers and wealthy farmers will be the key players and resources for agricultural development and rural construction.

Recognizing land use rights as a market-driven mechanism is a fundamental element in changing societal perceptions of land ownership and use, while establishing fairness and protecting those whose land is expropriated for industrial and urban development. Farmers cannot be deprived of their land or forced to accept excessively low compensation; instead, they must receive market-based compensation that ensures the interests of all parties.

Thus, this approach not only protects the interests of farmers when their land is expropriated, but more importantly, it creates breakthroughs in forms of cooperation and linkages. Farmers use their land use rights as capital, while businesses apply technology, management processes, and business organization. Various forms of land exploitation resulting from the cooperative relationship between farmers and businesses will create numerous non-agricultural industries and service activities, attracting a significant number of rural workers.

Farmers will gradually improve their lives, agriculture will develop, and rural areas will experience positive changes if the resolution is implemented smoothly in practice.
