Former female Chief Accountant of the Enforcement Agency embezzled billions of dong

On January 5, the Hanoi People's Court continued to open the first instance trial of Hoang Thi Phuong Lan (born in 1978, residing in Tho Quan ward, Dong Da district, Hanoi) for the crime of "Embezzlement of property", according to Clause 4, Article 278 - Penal Code.

According to the indictment, Phuong Lan was the Chief Accountant of the Civil Judgment Enforcement Office of Ba Dinh District, Hanoi. During her time as an accountant for judgment enforcement operations at the office, Lan created 5 vouchers for transferring money from the temporary account, along with the authorization for payment and transfer of electronic money to the parties with false content to get the money.

Former chief accountant Phuong Lan also appropriated a sum of money for execution of judgment (which must be paid into the state treasury according to regulations), withdrew money from the bank but did not deposit it into the fund of the Civil Judgment Execution Office of Ba Dinh district.

Specifically, from May 2015 to February 2016, Phuong Lan appropriated 1.3 billion VND from the money collected from the parties to enforce the judgment.

During the investigation, the investigation agency discovered that former Chief Accountant Phuong Lan had forged the signature of the person concerned and signed the receipts to appropriate 70 million VND... In total, Phuong Lan had embezzled and forged signatures to appropriate more than 3.5 billion VND.

During the investigation and at the first instance trial, the defendant admitted his crime and recovered 250 million VND.

Phuong Lan admitted that there were other people involved in the process. Considering that, apart from the defendant’s testimony, there was no additional evidence, the prosecution agency did not have enough grounds to handle the case.

The first instance court decided to sentence Hoang Thi Phuong Lan to 17 years in prison for "embezzlement of property" according to the Penal Code./.
