Xuan asked me to lend her money, with an interest rate of 2.5%, and even mortgaged both land titles, so I agreed. In total, I lent Xuan 21 times, the least amount was 50 million, the most was 450 million," Ms. Xoan said.

Blinded by the sky-high interest rate offered by Xuan, Mrs. Xoan lent all her money to Xuan. She even borrowed money from outside and then lent it back to Xuan to enjoy the interest difference. By June 2017, Ngo Thi Xuan stopped paying interest on the loans to Mrs. Xoan. Mrs. Xoan frantically called, texted, and went to her house to find her but could not find her. Fearing that the principal would disappear like the debtor, she became even more panicked.

“I figured that if anything happened, I would still have the two red Xuan land titles as collateral to recover some of the costs. But when I brought the titles to the district for inspection, I was shocked. They said the land titles were fake…”, Ms. Xoan said.

Knowing that Mrs. Xoan was defaulted by Xuan, other creditors also rushed to demand payment. Mobilizing all possible sources but still could not pay off the debt, Mrs. Xoan had to sell 2 pieces of land belonging to her and her son but still could not pay off the debt. Meanwhile, the loan amount to Ngo Thi Xuan amounted to more than 4.1 billion VND and no one knew when it would be collected.

Like Ms. Xoan, for nearly a year now, Ms. Nguyen Thi Nhien (born in 1984), residing in Hamlet 6, Dien Xuan Commune) has also been restless. Also attracted by the sky-high interest rate offered by Xuan, Ms. Nhien gave 880 million to this neighbor.

“When borrowing money, Xuan spoke very sweetly, even bringing the red book as collateral. At first, Xuan paid interest regularly, so when he kept asking to borrow more, I was hypnotized and kept lending all the money. Every time I borrowed, I wrote a handwritten receipt, the next time I added the previous loan amount, and wrote a new receipt. When I heard that Xuan and his wife declared bankruptcy, the previous mortgaged red book was fake, I asked for the debt but Xuan did not pay and even challenged me,” Nhien said indignantly.

Not only did she offer extremely high interest rates to easily “trap” the victims, Ngo Thi Xuan also persuaded Mr. Nguyen Khac Chinh, resident of Dien Thap commune – whom Xuan and her husband had just recognized as a distant cousin – to take interest to “ease their guilt”. Because they were cousins, when Xuan suggested borrowing a large sum of money to buy land for speculation and to use as capital to expand their business, Mr. Chinh agreed to lend her money without the slightest doubt.

“The first time Xuan borrowed 800 million VND, I did not charge interest. This time, Xuan asked to borrow another 1.2 billion VND, convincing my wife and I to take 1% interest so that we would feel less guilty. At that time, the bank interest rate was 0.85%/month, but I only accepted 0.8% if Xuan borrowed for more than half a year. If it was less than half a year, we would help each other, I did not charge interest,” said Mr. Chinh.

At this time, Xuan and his wife paid 193 million VND in interest, and asked for a delay of 2 billion VND in principal. After nearly a year of hesitation, knowing that there was no hope of recovering the loaned money, Mr. Chinh had to file a complaint against Ngo Thi Xuan and her husband to the police.

After many summonses but Ngo Thi Xuan did not appear, after collecting and consolidating the evidence, Dien Chau District Police decided to prosecute the case and prosecute Xuan for the crime of "Fraudulent appropriation of property". Because Ngo Thi Xuan is raising a child under 36 months old, the police applied the measure of preventing Xuan from leaving her place of residence.

"Initial investigation results show that by offering high interest rates, Ngo Thi Xuan borrowed and appropriated 12.5 billion VND from the victims. Currently, nearly 20 of Xuan's victims have sent complaints to the district police investigation agency," said the investigator handling the case.
