In recent years, in addition to firmly protecting border security sovereignty, Nghe An Border Guard has effectively deployed the assignment of border party members to take charge of households in border areas; Border Guard officers have increased their positions as Deputy Party Secretary of border communes; Border Guard party members have temporarily operated in village and hamlet Party cells in key and complicated areas. Thereby, becoming a solid "fulcrum", contributing to consolidating the grassroots political system, ensuring peace for the people, the area, and the border.

Previously, the life of Mr. Xong Nhia Ly's family (60 years old) in Mong Pha Lom village, Tam Hop commune (Tuong Duong) was surrounded by poverty. In 2022, his family was assigned by Tam Hop Border Guard Station to Captain Nguyen Kim Trong - Head of the Mass Mobilization Team to directly "hold hands and guide" to help develop the economy.
Up to now, Mr. Xong Nhia Ly's farm has more than 20 buffaloes and cows, a herd of nearly ten goats, 60 poultry, 1 hectare of red turmeric, 1 hectare of cassava, 2 ponds for raising grass carp, tilapia... with an average income of about 100 million VND/year.

“When starting to build the farm, my family encountered many difficulties, but the Border Guard and local authorities helped me with electric wires, animal breeds, scientific and technical training, etc., which gave me more motivation and determination to escape poverty,” said Mr. Xong Nhia Ly.
Similarly, the family of Ms. Quang Thi Loan in Vang Mon village, Tam Hop commune was supported by Tam Hop Border Guard Station with 17 million VND in initial capital to raise 7 goats, and was also supported by green-uniformed party members with working days and materials to build a technically correct barn; and was instructed and helped by the family on how to take care of the animals.
After just over a year, the herd of goats has grown and increased in number by more than 3 times. This is the foundation for Ms. Loan's family to develop the economy, stabilize their lives and is a model for households in the area to learn and follow.

Talking to us, Captain Nguyen Kim Trong said: "When assigned to be in charge of a household, I learned about the actual circumstances and needs and wishes of each family to propose to the Station Command Board to choose appropriate and effective ways to help people overcome hunger and reduce poverty."
The households of Mr. Xong Nhia Ly and Mrs. Quang Thi Loan are two of many households in Tam Hop commune selected to implement the “Sharing 50” model. Accordingly, the green-uniformed party members of Tam Hop Border Guard Station support livestock and seedlings for households in difficult circumstances, with resources for livestock farming (labor, cultivated land) and determined to escape poverty. When livestock and crops grow well, the profits will be divided in half (50% for the people, 50% for the investors to support other households); the initial capital will continue to be maintained.


In the border commune of Tri Le (Que Phong district), as soon as he was assigned to temporarily participate in Party activities in Pa Khom village and be in charge of helping disadvantaged households, professional military Major Bui Duc Long of the Mass Mobilization Team of Tri Le Border Guard Station focused on working with the Party cell and departments and branches to promote propaganda, mobilize, and help local people develop the economy in association with traditional production strengths such as growing bitter bamboo shoots, growing peaches, developing the raising of buffaloes, cows, and native black chickens to increase income and stabilize the quality of life.
Lieutenant Colonel Ho Thanh Quang - Political Commissar of Tri Le Border Guard Station said: Implementing Directive No. 681 of the Border Guard Party Committee on assigning Border Guard Party members to be in charge of households in border areas, Tri Le Border Guard Station has assigned unit commanders to support and help 10 to 15 households, and other Party members to manage 15 to 20 households.
In addition, the station calls for support from groups, individuals, and philanthropists to help and support funds, trees, and seeds to build economic models in remote areas, helping ethnic minority households escape poverty and stabilize their lives.


Colonel Nguyen Van Hau - Political Commissar of the Provincial Border Guard said: After 5 years of implementing Directive No. 681, the Nghe An Border Guard Party Committee has assigned 570 party members to be in charge of 2,474 households in the border area. True to the spirit of party members going first, the party members in green uniforms in charge of particularly disadvantaged households in the border area have stayed close to the area, stayed close to the base, grasped the thoughts and aspirations of the people to propose to the Command Board of the station to coordinate with local authorities to propagate and guide people to develop production, build and replicate new models that bring economic efficiency, creating sustainable livelihoods for the people.
Over the past 5 years, the green-uniformed party members have participated in implementing 57 models to help people develop the economy, eliminate hunger and reduce poverty. Thereby, contributing to igniting the belief and will to escape poverty of ethnic minorities in border areas.




Along with assigning party members to be in charge of households in border areas, the Nghe An Border Guard Party Committee continues to maintain 5 Border Guard Station officers participating in the Party Committees of border districts, 2 comrades participating in the People's Councils at the district level, 23 comrades participating in the People's Councils at the commune level; 27 comrades are strengthened to be Deputy Secretaries of the Party Committees of border communes; and introduce 77 Border Guard Party members to temporarily transfer their activities to complex and important village and hamlet Party cells.
Thereby, contributing to strengthening the grassroots political system. In 2024 alone, this team advised local Party committees and authorities to consolidate and improve 118 Party cells, 82 socio-political organizations, and recruited 101 new Party members.


A typical example is the Tung Huong village Party Cell (Tam Quang commune, Tuong Duong district), which previously faced many difficulties in developing new party members; but has now become one of the leading units in party development work in this commune.
Secretary of the Tung Huong village Party Cell, La Quang Dao, said: “Thanks to the advice and support from the border guards participating in the activities, the development of party members in the village Party Cell has been given more attention. From less than 10 party members, up to now, the Tung Huong village Party Cell has 46 party members. In 2024, the village Party Cell also admitted 1 new party member.”


Talking to us, Lieutenant Colonel Nguyen Ngoc Tan - Political Commissar of Tam Quang Border Post said: The unit's management area has 11 villages with 2,032 households/8,193 people, including 05 ethnic groups (Kinh, Thai, Tay Poong, Kho Mu, Dan Lai). To help the locality consolidate the grassroots political system, in addition to 1 border guard officer assigned to work as Deputy Secretary of the Commune Party Committee, 24 border guard party members in charge of 114 households in the border area, the post has introduced 3 party members to temporarily work at the Party cells of the villages: Tung Huong, Tan Huong, Tam Huong.
In 2024, the unit advised local Party committees and authorities to consolidate and perfect 4 Party cells, 14 socio-political organizations and admit 12 new Party members.

Many green-uniformed party members have participated in activities, contributing to "igniting" all movements and activities in the villages and hamlets. Through that, new, positive factors have been discovered to nurture and recruit into the party. A typical example is professional military Lieutenant Colonel Nguyen Hoai Nam (Nhon Mai Border Guard Station) - a party member temporarily active in Pha Mut village, Nhon Mai commune (Tuong Duong) who directly advised the party cell, guided, helped and introduced two outstanding Mong ethnic people to join the party.
Or Major Vo Cong Bac (Keng Du Border Post) - after 2 years of temporary living in Khe Linh village, Keng Du commune (Ky Son) supported the Party cell to admit 2 more Khmu party members, bringing the total number of party members in the whole cell to 12 comrades.

Lieutenant Colonel Nguyen Ngoc Tu - Political Commissar of Keng Du Border Post said: In addition to assigning party members to be in charge of 98 households in 10 villages and hamlets; the Party Committee and Command of the unit also assigned party members to work in 5 party cells in difficult villages and hamlets including Huoi Le, Khe Linh, Keng Du, Huoi Cang, Huoi Xui to "increase" the fighting strength of the border party cells.
The green-uniformed party members have implemented the "3 stick, 4 together" in the villages and hamlets, participated in training the elite masses, created a source of local party members; supported the Party cell committee to maintain the order and living regime, issued resolutions, consolidated and enhanced the leadership capacity of the Party cell. At the same time, they guided and helped the people to implement programs, projects, and models of socio-economic development, gradually improving the material and spiritual life of the people.

Comrade Luong Van Ngam - Party Secretary, Chairman of Keng Du Commune People's Committee said: "Out of 10 villages in the commune, 8 are located in the border area, and people's lives are still very difficult. In recent times, Keng Du Border Guard Station has not only actively coordinated and accompanied the locality to develop models to help people develop the economy, eliminate hunger and reduce poverty, but also supported the Party Committee and the government to consolidate the grassroots political system; improve the material and spiritual life of the people, ensuring "3 peace".

To strengthen the grassroots political system, the Nghe An Border Guard Command also strengthened the direction of border units on the two border lines to actively and effectively implement the emulation movements "Border Guards join hands for the poor - No one is left behind"; "Join hands to eliminate temporary and dilapidated houses"; "Accompanying women in the border areas"... In 2024 alone, the Nghe An Provincial Border Guard coordinated to build 90 new "Skilled Mass Mobilization" models (63 models in the economic field; 14 models in the cultural and social fields; 08 models in the defense - security field; 5 models participating in building the grassroots political system).
At the same time, maintain effective implementation of 4 models of "Border Medicine Cabinet", 6 models of "Volunteer House", 1 model of "Free Stall", 2 models of "Accompanying dormitories in border areas" in the border communes of Mon Son (Con Cuong) and Tam Quang (Tuong Duong). Support and care for 302 students, including 117 students under the Program "Helping children go to school - Adopted children of border stations" and 185 students under the Project "Army officers and soldiers help children go to school".
