On October 29, at the Ministry of Justice's press conference for the third quarter of 2018, the General Department of Civil Judgment Enforcement provided some information related to the enforcement of the judgment in the case of the Vietnam National Oil and Gas Group (PVN) contributing capital to the Ocean Commercial Joint Stock Bank (OceanBank), causing a loss of VND800 billion.
According to Mr. Nguyen Van Luc - Deputy Director General of the General Department of Civil Judgment Enforcement, in the above case, Mr. Dinh La Thang and 5 other defendants are forced to pay compensation of more than 820 billion VND, along with court fees of more than 1.43 billion VND. Mr. Dinh La Thang alone is forced to pay compensation of 600 billion VND to PVN.
Mr. Luc said that up to now, 521 million VND in court fees have been executed, 20 billion VND in compensation has been paid to PVN, and 800 billion VND in compensation is still in the process of execution.
"The enforcement agency is verifying assets and receiving property seizures to continue enforcing the judgment," Mr. Luc added.

In addition, a representative of the General Department of Civil Judgment Enforcement said that the enforcement of the judgment in the case of former National Assembly delegate Chau Thi Thu Nga has so far only enforced more than 4.4 billion VND, while the judgment requires compensation of 358 billion VND to the victims.
The enforcement agency said that the enforcement of the judgment encountered many difficulties because the seized assets were not enough to enforce the judgment.
Meanwhile, in the case of Nguyen Duc Kien, all the amounts that must be enforced, including court fees, fines, and arrears, have been fully enforced; in the case of Pham Cong Danh, 5,230 billion VND has been fully enforced (45%), the enforcement agency is coordinating with relevant agencies to appraise and auction the seized assets for the remaining amounts; in the case of Giang Kim Dat, the assets are being handled by the Hanoi Civil Judgment Enforcement Department; in the case of Ha Van Tham, the assets that were seized, seized, and frozen during the investigation period, including land use rights, houses, shares, and stocks, are being handled.
“For all major cases during the trial process, the Ministry of Justice has directed local enforcement agencies to closely monitor developments and prepare plans for resources and human resources to receive the verdict, receive relevant documents, and exhibits handed over by the court and investigation agencies. From there, we will develop a specific plan for enforcement when the verdict comes into effect,” said Mr. Luc.
