Mr. Doan Ngoc Hai suddenly submitted his resignation letter.
Mr. Doan Ngoc Hai, Vice Chairman of the People's Committee of District 1, Ho Chi Minh City, has just submitted his resignation to fulfill his promise "if he cannot clear the sidewalks, he will retire".
On January 8, a private source of the Nguoi Lao Dong Newspaper reported that at the regular review meeting of the District 1 People's Committee, Mr. Doan Ngoc Hai, Vice Chairman of the District People's Committee, suddenly submitted his resignation.
Mr. Hai's petition stated that in March 2016, he was officially in charge of the urban sector and realized that urban order management, including roadside and sidewalk order management, was a key task because in District 1, the encroachment of roadsides and sidewalks was happening more and more frequently and complicatedly.

"From January to October 2017, the work of restoring order to the streets and sidewalks of District 1 created a great effect for the whole country. The Prime Minister gave a good assessment and directed other localities to implement...
... But the handling of encroachment on roadsides has affected the huge interests - thousands of billions of dong, of car and motorbike parking lots, restaurants, hotels, and street-front businesses...".
At the end of the petition, Mr. Hai explained: "Looking back, I see that I have not been able to fulfill my promise to the people and the expectations of veteran revolutionaries to completely resolve this issue. Therefore, I hereby resign."
Previously, on February 20, 2017, Mr. Doan Ngoc Hai and the working group handled violations of urban order and declared: "From now until the end of the year, if I can't do it, I will retire and not work anymore, I will not follow the trend, beat the drum and give up, to become famous".
