Since fining the driver of the Hungarian Consulate General's car in early April, District 1 residents have not seen Mr. Doan Ngoc Hai "take action" to clear the sidewalks like before.

That is why there were rumors that he was disciplined. But speaking to reporters later, Mr. Dinh La Thang affirmed that these were just “nonsense rumors”, and confirmed that he had never heard of this at the City Party Committee.

For over a month now, Mr. Doan Ngoc Hai has not appeared to clear the sidewalks like before.

However, on May 19, Vice Chairman of District 1 People's Committee Doan Ngoc Hai officially responded to the press about not "going directly to the streets" as before. Although he was not disciplined, this decision left him "hands tied".

According to him, the reason is because the District Party Committee and the People's Committee of District 1 have issued two documents requesting Mr. Hai to temporarily stop his activities to restore order on the sidewalks. Therefore, as a member of the organization, he is forced to comply with the instructions of these two documents.

The Vice Chairman of District 1 said he is still monitoring the situation and admitted that the efforts of the authorities over the past two months have been severely affected, as many streets have seen sidewalks reoccupied.

Reality shows that the urban order teams in District 1 no longer regularly inspect and impose fines. Therefore, many people repeat the act of parking their vehicles and placing goods on the sidewalk as before. This action has caused chaos, and pedestrians continue to be pushed onto the road.

Previously, despite mixed opinions, the majority of people supported Mr. Doan Ngoc Hai's drastic actions.

Even direct superiors, leaders of the city such as Chairman of the People's Committee Nguyen Thanh Phong and former Secretary of the City Party Committee Dinh La Thang, have repeatedly publicly appreciated this work, and at the same time requested districts to learn from the spirit of District 1.

Meanwhile, during his work, Mr. Hai continuously affirmed that he would deal fairly with all individuals and organizations, and would not "beat the drum and give up" because of pressure.
