Mr. Hoang Trung Hai took office as Secretary of Hanoi.
Politburo member and Deputy Prime Minister Hoang Trung Hai has been assigned by the Politburo to be Secretary of the Hanoi Party Committee.
On the morning of February 5, at the Hanoi Party Committee, Mr. Pham Minh Chinh, Head of the Central Organizing Committee, announced the decision to assign Mr. Hoang Trung Hai to join the Hanoi Party Executive Committee and hold the position of Secretary of the City Party Committee.
Speaking at the announcement ceremony of the decision, the new Secretary of Hanoi Hoang Trung Hai said: "This is both an honor and a very heavy responsibility before the Party Central Committee, the Politburo, and the Capital Party Committee."
According to Mr. Hai, with Hanoi's position as the national political center, a major center of culture, education, economy and international transactions; the driving force for the development of the Red River Delta and the country in general, he is aware of the heavy demands and tasks placed on individuals as well as the collective leadership of the City Party Committee, People's Council, People's Committee, and City Fatherland Front Committee.
“To meet those requirements, we will unite and make efforts with a high sense of responsibility to successfully implement the Resolution of the 12th National Party Congress, Resolution No. 11 of the Politburo on the direction and tasks of developing the Capital; the Law on the Capital and the Resolution of the 16th National Party Congress of Hanoi; to be determined to continue to enhance the leadership and fighting strength of the Party Committee, promote the heroic and cultural traditions, promote the strength of the entire people, mobilize all resources to comprehensively promote the innovation process, the cause of industrialization and modernization, and build the capital to be increasingly rich, beautiful, civilized and modern,” said Secretary of the City Party Committee Hoang Trung Hai.

Congratulating Mr. Hoang Trung Hai, former Secretary of the Hanoi Party Committee Pham Quang Nghi said that he and the City Party Committee were very happy to receive the decision of the Politburo assigning Mr. Hai to take up the position of Secretary of Hanoi for the 16th term 2015-2020.
“For the Party Committee and people of Hanoi, this is an important decision. From today, the city and the Party Committee have a leader, and more importantly, someone will take responsibility for leadership before the Party Committee and people of the capital,” said Mr. Nghi.
In his speech, Mr. Pham Quang Nghi also congratulated Politburo member Dinh The Huynh, who has just been assigned as Standing Member of the Secretariat; and congratulated Politburo member Pham Minh Chinh, who has just been assigned as Head of the Central Organization Committee.
Born in 1959, from Quynh Giao commune (Quynh Phu, Thai Binh), graduated from Hanoi University of Science and Technology, Mr. Hoang Trung Hai worked at Pha Lai Power Plant (Hai Duong), then studied and graduated from the postgraduate course of the Faculty of Electrical Systems.
In the 8th National Assembly election (1987-1992), Mr. Hai became one of the youngest elected delegates at the age of 28. After 3 years working at Hanoi Electricity Company I, he moved up to become Deputy Office Manager and Head of General Department, Ministry of Energy.
Moving into management, Mr. Hai then studied for a Master of Business Administration at the University of Dublin, Republic of Ireland. After the course, he successively held the positions of Member of the Board of Directors and Head of the Supervisory Board of Vietnam Electricity Corporation; Member of the Party Committee, Deputy Minister of Industry; Member of the Board of Directors, General Director of Vietnam Electricity Corporation.
At the 9th National Congress of the Party, Mr. Hai was elected to the Party Central Committee; from August 2002 to July 2007, he became Minister of Industry and the youngest minister among the members of the Government during the term (43 years old). At the 10th and 11th Party Congresses, he continued to be a member of the Central Committee and from August 2007 to present, he has been Deputy Prime Minister, one of the youngest Deputy Prime Ministers ever.
At the 12th National Congress, Mr. Hoang Trung Hai was elected to the Politburo.

Previously in November 2015, the Hanoi Party Congress elected four Deputy Secretaries of the City Party Committee, including: Ms. Ngo Thi Thanh Hang (currently the Standing Deputy Secretary), Ms. Nguyen Thi Bich Ngoc (Deputy Secretary of the City Party Committee, Chairwoman of the City People's Council); Mr. Nguyen Duc Chung (Director of the City Police); Mr. Dao Duc Toan (Head of the City Party Committee's Organization Board). Mr. Pham Quang Nghi, former Secretary of Hanoi, was assigned to take charge of the Hanoi Party Committee while waiting for the Politburo to assign the task.
As the largest city in Vietnam in terms of area with 3,328.9 km2 after the administrative expansion in 2008, and also the second most populous locality with 7.5 million people (2015), Hanoi is facing many challenges when the population increases rapidly, while the infrastructure does not meet the demand, the urban environment, and traffic are too congested.i.
At the 16th Party Congress, Hanoi set the target of average GRDP growth for the 2016 - 2020 period at 8.5-9.0%; average GRDP per person at 140-145 million VND (equivalent to 6,700 - 6,800 USD).
