With the majority of National Assembly deputies present at the Hall in agreement, on the afternoon of November 24, the National Assembly elected Mr. Nguyen Sinh Hung, Chairman of the 13th National Assembly, as Chairman of the National Election Council.

Before that, the National Assembly deputies worked in the hall, listened to the Report on the results of the discussion in the delegation on the expected personnel for the Chairman of the National Election Council; elected the Chairman of the National Election Council; listened to the report requesting the National Assembly to approve the list of Vice Chairmen and members of the National Election Council; and the report on the expected personnel for the National Assembly to elect the Secretary General of the National Assembly.
Vice Chairwoman of the National Assembly Tong Thi Phong presented a report on the results of the delegation's discussion on the proposed personnel for the Chairwoman of the National Election Council.
The report shows that all 63 delegations of the National Assembly agreed with the Proposal of the National Assembly Standing Committee on introducing Mr. Nguyen Sinh Hung, Chairman of the 13th National Assembly, to be elected by the National Assembly to hold the position of Chairman of the National Election Council.
There is a proposal to report on whether the participants in the National Election Council can run for the 14th National Assembly or not.
On this issue, the Standing Committee of the National Assembly reports as follows: The Law on the Election of Deputies to the National Assembly and People's Councils does not stipulate that members of the National Election Council cannot run for National Assembly deputies.
Only Article 27 of the Law on Election of National Assembly Deputies and People's Council Deputies stipulates that "Candidates for National Assembly Deputies and People's Council Deputies may not be members of the Election Committee or Election Team in the constituency in which they are running."
Thus, members of the National Election Council who meet the standards of National Assembly deputies prescribed in the Law on Organization of the National Assembly can still run for deputies to the 14th National Assembly.
Immediately afterwards, with 91.70% of delegates in favor, the National Assembly approved the list for the National Assembly to elect the Chairman of the National Election Council, Mr. Nguyen Sinh Hung, Chairman of the 13th National Assembly.
National Assembly Chairman Nguyen Sinh Hung presented the Proposal on the proposed list of members of the Ballot Counting Committee. The list of the Ballot Counting Committee consists of 21 members, headed by Mr. Huynh Van Ti (Binh Thuan delegation). 100% of the National Assembly delegates present unanimously approved the list of members of the Ballot Counting Committee.
The Head of the Election Committee announced the voting rules. Then, the National Assembly voted to elect the Chairman of the National Election Council.

The Chairman of the National Election Council presented a proposal to the National Assembly to approve the list of Vice Chairmen and members of the National Election Council.
The Vice Chairmen of the National Election Council include: Ms. Tong Thi Phong, Vice Chairwoman of the National Assembly; Ms. Nguyen Thi Doan, Vice President; Mr. Nguyen Xuan Phuc, Deputy Prime Minister; Mr. Nguyen Thien Nhan, Chairman of the Central Committee of the Vietnam Fatherland Front.
The members of the National Election Council include 16 members: Ms. Nguyen Thi Kim Ngan, Vice Chairwoman of the National Assembly; Mr. Huynh Ngoc Son, Vice Chairwoman of the National Assembly; Mr. Uong Chu Luu, Vice Chairwoman of the National Assembly; Mr. To Huy Rua, Head of the Party Central Committee's Organization Commission; Mr. Ngo Van Du, Head of the Party Central Committee's Inspection Commission; Mr. Phung Quang Thanh, Minister of National Defense; Mr. Tran Dai Quang, Minister of Public Security; Ms. Nguyen Thi Nuong, Member of the National Assembly Standing Committee, Head of the Delegation Work Committee of the National Assembly Standing Committee; Mr. Nguyen Hanh Phuc, Member of the National Assembly Standing Committee, Head of the National Assembly Office; Mr. Nguyen Thai Binh, Minister of Home Affairs;
Mr. Nguyen Bac Son, Minister of Information and Communications; Ms. Nguyen Thi Thanh Hoa, President of the Vietnam Women's Union; Mr. Dang Ngoc Tung, President of the Vietnam General Confederation of Labor; Mr. Nguyen Quoc Cuong, President of the Vietnam Farmers' Association; Mr. Nguyen Van Duoc, President of the Vietnam Veterans' Association; Mr. Nguyen Dac Vinh, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union.
Vice Chairwoman of the National Assembly Tong Thi Phong presented the National Assembly Standing Committee's report on proposed personnel for the National Assembly to elect the Secretary General of the National Assembly.
The report stated: Pursuant to Articles 98 and 99 of the Law on Organization of the National Assembly, the Secretary General of the National Assembly is elected, dismissed, and removed by the National Assembly. The Secretary General of the National Assembly is also the Head of the Office of the National Assembly.
Pursuant to the above regulations, the National Assembly Standing Committee introduces Mr. Nguyen Hanh Phuc, member of the National Assembly Standing Committee, Head of the National Assembly Office, Head of the Session Secretariat, to be elected by the National Assembly to hold the position of Secretary General of the National Assembly for the 13th National Assembly term.
Afterwards, the National Assembly delegations discussed: proposing the National Assembly to approve the list of Vice Chairmen and members of the National Election Council; and expected personnel for the National Assembly Secretary General.
