According to the investigation conclusion of the Investigation Security (Ministry of Public Security), taking advantage of the regulations on functions, tasks, powers and organization of the Department of Police for High-Tech Crime Prevention and Control (C50), Mr. Phan Van Vinh and Nguyen Thanh Hoa directed their subordinates to issue a decision on the establishment of a front company under C50 contrary to the decision of the Ministry of Public Security and the direction of the Ministry of Public Security's leaders...

This created a cover for Nguyen Van Duong (former Chairman of the Board of Directors of CNC Company) and his accomplices to successfully organize internet gambling.

When the leaders of the Ministry of Public Security discovered that CNC was operating two card games as disguised gambling, showing signs of violating the law, and requested a report, Mr. Vinh did not comply.

In the second document, after 50 days, Mr. Vinh directed C50 to report to the leaders of the Ministry of Public Security, but the report was not true and also did not direct to prevent the organization of gambling.

According to Duong's testimony, he gave Mr. Phan Van Vinh 27 billion VND, more than 1.75 million USD, and gave Mr. Phan Van Vinh a Rolex watch, which Duong said was worth 7,000 USD. Then, many times when he returned from abroad, Duong bought shirts for Mr. Vinh, each worth 100 USD or more. Duong even entertained guests many times with Mr. Vinh's participation, and the cost of entertaining guests was up to 10 billion VND.

At the investigation agency, Mr. Vinh admitted his actions in directing and facilitating Nguyen Van Duong and his accomplices to organize online gambling on the internet.

During the time C50 cooperated with CNC Company, Mr. Vinh admitted that Duong gave him a shirt, a bottle of liver tonic and a few receptions with Duong present. Mr. Vinh did not admit that Duong gave him a Rolex watch worth 7,000 USD, 27 billion VND and 1.75 million USD. At the investigation agency, Mr. Phan Van Vinh admitted to buying the Rolex watch and paying Duong 1.1 billion VND.

The investigation concluded that Duong himself was a dependent, so there was no transaction here. Meanwhile, Mr. Vinh is the Chief of the Investigation Police Department of the Ministry of Public Security, and his monthly salary with the rank of Lieutenant General is 20 million VND. So the amount of money Mr. Vinh declared to buy a Rolex watch worth 7,000 USD, but had to pay 1.1 billion VND, equal to 55 months' salary, equivalent to 4 years, 7 months without any expenses.

On the other hand, Duong is not a close relative. Based on the above, there is sufficient basis to conclude that Mr. Phan Van Vinh was given the Rolex watch by Duong.

The investigation conclusion also pointed out that Mr. Vinh's purpose in allowing CNC to organize gambling was to generate revenue from this pilot activity, which would be used to invest in and build a national defense system against cybercrime, a strategic task of C50.

But in reality, for more than 2 years, CNC Company organized online gambling, illegally profiting thousands of billions of dong, but not a single amount of money from this gambling activity was invested in the National Defense System against cybercrime.

Only a very small amount compared to the revenue of 700 million VND and a Symantec anti-virus software package worth 30,000 USD Duong gave to C50.

Meanwhile, whether Nguyen Van Duong and his accomplices are allowed to organize gambling or not, and whether they are arrested or not, all depend on the decision of Mr. Phan Van Vinh and Nguyen Thanh Hoa.

According to the investigation conclusion, Duong's declaration that he gave Mr. Vinh the amount of money as stated above is well-founded, but there is not enough evidence to prove it. It is necessary to continue the investigation. If it is clarified, it will be proposed to be handled in phase 2.
