The newly issued decree is considered "Russia's response to Ukraine's unfriendly activities", related to Kiev's imposition of sanctions against Russian citizens and legal entities, and "aimed at protecting national interests".
Also according to the decree, President Putin instructed the Russian Government to "determine a list of Ukrainian individuals and legal entities that will be subject to special economic measures".
In addition, the decree states that retaliatory measures could be lifted if Ukraine withdraws sanctions against Russian citizens and companies.
In February 2014, Ukraine imposed sanctions on 1,228 Russian citizens and 468 legal entities. These included Russian officials, politicians, business leaders and journalists. Kiev also banned a number of Russian media and television stations from operating in Ukraine./.
