"When I first came here, I was moved to tears. In the minds of Russian citizens, Sevastopol has always been a special city," the Russian head of state said.
Mr. Putin also entrusted Mr. Ovsyannikov with verifying and resolving complaints from local residents about the city's construction.
"People are expressing their opinions with concern. They write that the planned changes to transfer land from private ownership to federal control may affect other assets such as houses and garages. People complain that no one is preparing compensation, but only expropriation. There are concerns that these actions are aimed only at serving the interests of business groups - the power structure. Everything should be as transparent as possible," the media quoted President Putin as saying.
