Mr. Putin: Using force "behind the eyes" of the United Nations is supporting terrorism
Russian President Vladimir Putin said that some countries are increasingly deliberately ignoring the provisions of international law, by using military force without the permission of the United Nations Security Council.

Russian President Vladimir Putin stated this in his welcoming speech to delegates attending the 9th International Security Conference in Sochi.
The welcome speech of the head of state was read by the head of the Russian delegation, Secretary of the Security Council of the Russian Federation Nikolai Patrushev at the opening of the conference.
"Global and regional security issues are particularly acute today. To a large extent, this situation is linked to the fact that some members of the international community are trying to ignore the norms and principles recognized by international law, reject negotiations as the main means of resolving international disputes, and use military force without going through the UN Security Council," Putin's speech said.
"This creates political and social instability, supports terrorist forces, extremists, transnational criminals, and leads to the escalation of local conflicts and crises," the Russian President added.
According to Mr. Putin, the task of ensuring regional and global security is therefore becoming vital. "Russia is ready to cooperate most closely with foreign partners in this direction, both bilaterally and multilaterally," Mr. Putin emphasized.
The Russian leader noted that the forum in Sochi is a good opportunity to discuss options for countering various threats and challenges to international security, exchange experience and expand contacts between experts.
