The Investigation Police Agency of the Ministry of Public Security has completed the conclusion of the supplementary investigation into the case of "Intentionally violating State regulations on economic management causing serious consequences" occurring at the Vietnam Construction Bank (VNCB), Sacombank; Tien Phong Bank and Vietnam Joint Stock Commercial Bank for Investment and Development, transferring the case file to the Supreme People's Procuracy to propose additional prosecution of Mr. Tram Be (former Vice Chairman of Sacombank) and 21 related defendants.

Regarding Mr. Tram Be, according to the Investigation Agency, he lent Mr. Tran Cong Danh (Chairman of VNCB) 1,800 billion VND, through 6 subsidiaries established by Mr. Danh, while all 6 of these companies "were not operating, did not generate taxes from the time of establishment until the day the case broke out".

Specifically, after taking over VNCB, on April 19, 2013, Mr. Pham Cong Danh, along with Phan Thanh Mai (former General Director of VNCB), Nguyen Quoc Vien (VNCB Officer), went to Sacombank Headquarters (166-268, Nam Ky Khoi Nghia Street, District 3, Ho Chi Minh City) to meet directly with Mr. Tram Be to request a loan. Mr. Tram Be directed his subordinates to complete the procedures for Mr. Danh to borrow this amount of money.

Mr. Tram Be directed 6 subsidiaries of VNCB established by Mr. Danh to conduct the borrowing from Sacombank. The trick was to create and sign many fake documents, including the balance sheet of 2012; business and production results report; cash flow; fixed asset details; end-of-period debt summary...

Mr. Danh's Nhat Nhat Vinh Company borrowed 250 billion VND from Sacombank, the purpose of which is to use it for real estate business. Specifically, it cooperated with Quoc Thang Company to buy the land of Ky Van Gold V Tourist Area - Long Hai, with an area of ​​53,882m2, construction area of ​​9,550m2, price of nearly 894 billion VND.

Mr. Danh directed Quoc Thang Company to borrow 350 billion VND from Sacombank, also for the Ky Van Gold V - Long Hai land area.

Bao Gia and Thanh Thanh Cong companies used the land at 209 Truong Chinh, Thanh Khue ward, Da Nang city to legalize the loan and were approved by Mr. Tram Be. Specifically, the land at 209 Truong Chinh was declared by Mr. Danh to be worth nearly 1,000 billion VND, with an area of ​​22,697.2 m2. Mr. Danh's two backyard companies are buying and have deposited 363.483 billion VND, Mr. Tram Be agreed to lend 590 billion VND.

The remaining two companies out of Mr. Danh's 6 backyard companies, which Mr. Tram Be lent 610 billion VND, are Dai Long and Huong Viet. To complete the loan application, Mr. Danh directed his subordinates to prepare documents, including the purchase of the Green Plaza Da Nang Hotel, listing the purchase price of this hotel at 987 billion VND and the land lot 04 of the Complex at Chi Lang Stadium at 914 billion VND.

In total, Mr. Tram Be lent Mr. Danh 1,800 billion VND using the legal entities of Mr. Danh's 6 subsidiaries.

In the case of Mr. Danh borrowing 1,800 billion VND from Mr. Tram Be's Sacombank, Mr. Danh established 6 subsidiaries, hired 6 directors who were drivers, security guards, marketing staff... of Thien Thanh Group, each of these directors received a salary of 5-10 million VND/person/month.
