(Baonghean.vn) - Despite having been imprisoned multiple times, Phan Dinh Tuan, also known as Tuan "Lay," refused to reform and became the kingpin of a drug trafficking ring operating from Laos through Nghe An to Ho Chi Minh City.
On February 10th, the People's Court of Nghe An province held the first-instance trial of the case of illegal drug trafficking and transportation against defendants Phan Dinh Tuan, also known as Phan Anh Tuan, or Tuan "Lay" (born in 1971, residing in Vinh City), Tran Quang Anh Dung (born in 1966, residing in Ho Chi Minh City), and Nguyen Huu Song (born in 1969, residing in Vinh City).

Phan Đình Tuấn is a notorious gangster with a long criminal record. In 1992, Tuấn was sentenced to 12 months in prison by the People's Court of Nghe An province for intentional infliction of injury. In 1993, the People's Court of Thanh Chuong district (Nghe An province) sentenced him to 5 years in prison for intentional infliction of injury. In 1999, the People's Court of Nghe An province sentenced him to 5 years and 6 months in prison for illegal possession and use of military weapons. In 2000, Phan Đình Tuấn was sentenced to 9 months in prison by the People's Court of Nghi Loc district (Nghe An province) for threatening to kill. Combined with the sentence from judgment No. 322 dated October 11, 1999, of the People's Court of Nghe An province, he was sentenced to a total of 75 months in prison.
In 2008, Phan Dinh Tuan was sentenced by the People's Court of Nghe An province to 9 years in prison for murder and 1 year in prison for illegal use of military weapons, for a combined sentence of 10 years.
In 2014, Tuan "Lay" was released from prison but refused to reform and continued his criminal ways. Through Nguyen Huu Song and Tran Quang Dung, Tuan established a drug trafficking ring transporting drugs from Laos to Vietnam via the Cau Treo border gate.
According to the investigating agency, from June 26, 2014 to July 15, 2014, Phan Dinh Tuan repeatedly purchased heroin from the Cau Treo border gate in Ha Tinh province, then hired Nguyen Huu Song to transport it to Ho Chi Minh City for resale to make a profit. In total, Tuan's drug ring brought 110 blocks of heroin from Laos to Ho Chi Minh City, with a total weight of approximately 37,840.715 grams.
All three defendants were prosecuted for the crime of "Illegally transporting narcotics," as stipulated in Clause 4, Article 194 of the Penal Code. Specifically, Phan Đình Tuấn is held criminally responsible for three instances of illegally buying and selling narcotics, totaling 110 blocks.
Tran Quang Anh Dung is criminally liable for two offenses of illegally trafficking narcotics, involving 80 blocks of heroin, with a total weight equivalent to 27,520.52 grams.
Nguyen Huu Song is criminally liable for three instances of illegally transporting narcotics, totaling 110 blocks of heroin, with a total weight equivalent to 37,840.715 grams of heroin.
Phan Dinh Tuan also faces criminal charges for illegally possessing two military firearms and 102 rounds of ammunition, and is being prosecuted for "Illegal possession of military weapons," under Clause 2, Article 230 of the Penal Code.
Clause 4, Article 194 of the Penal Code stipulates: Anyone who illegally buys, sells, or transports narcotic substances such as heroin or cocaine weighing one hundred grams or more shall be sentenced to twenty years imprisonment, life imprisonment, or the death penalty. Clause 2, Article 230 of the Criminal Code stipulates: Whoever illegally possesses military weapons in large quantities shall be sentenced to imprisonment from five to twelve years. |
