"Mr. Vo Kim Cu's participation in the Economic Committee is appropriate"

At the press conference announcing the results of the first session, Secretary General of the National Assembly Nguyen Hanh Phuc answered many questions related to National Assembly Deputy Vo Kim Cu.

PV:Many opinions recently mentioned the responsibility of Mr. Vo Kim Cu - former leader of Ha Tinh related to the Formosa case. What is your opinion on the approval of Mr. Vo Kim Cu to the Economic Committee of the National Assembly?

Secretary General of the National Assembly:Recently, National Assembly delegate Vo Kim Cu joined the Economic Committee of the National Assembly. According to the law, delegates have the right to register for any Committee of the National Assembly.

Mr. Vo Kim Cu has a bachelor's degree in finance and a master's degree in business administration. With such education, it is appropriate for Mr. Cu to join the Economic Committee.

When he was the head of a locality in Ha Tinh province, there was an incident of leasing land to Formosa for 70 years. The Government Inspectorate determined that this was not within the local authority and Mr. Cu recognized the province's wrongdoing.

Then, Ha Tinh People's Committee sent a document to the Prime Minister reporting on the 70-year land lease. The Prime Minister assigned the Ministry of Planning and Investment to consider and determine whether the conditions are met or not, and when the ministries and branches come to consider and evaluate, they will give their opinions on whether the conditions are met.

PV:Will the approval of Mr. Vo Kim Cu affect the supervision activities of the Economic Committee if it is related to the Formosa project?

Secretary General of the National Assembly:The National Assembly has assigned the Science, Technology and Environment Committee to directly monitor the Formosa case. If there is to be economic monitoring in the future, the Economic Committee will be responsible and Mr. Cu will not participate to ensure objectivity.

PV:Some people think that the qualifications of Mr. Vo Kim Cu need to be considered. Does the Government's report sent to the National Assembly fully reflect reality and what do the delegates think?

Secretary General of the National Assembly: There is no basis to determine that Mr. Vo Kim Cu's qualification as a delegate is not recognized. Later, when a competent authority has a conclusion, then responsibility will be determined.

The Government's report on the environmental incident in the central region mentioned quite fully, clearly assessed the investment, inspection, exploitation management, environmental impact assessment... Identified 53 violations by the contractor and Formosa bowed down to admit its mistake and compensated 500 million USD.

PV:The National Assembly is the highest organ of State power. So, assigning a committee to monitor Formosa is taking the Formosa incident lightly?

Deputy Head of the National Assembly Office Do Manh Hung:Delegates are very concerned about environmental issues in general, including the environmental incident in the central sea.

The National Assembly, based on the general program, selected and monitored two topics. Regarding the issue of the central coastal environment, the National Assembly assigned the Science, Technology and Environment Committee to monitor and report to the National Assembly Standing Committee and the National Assembly.

It is not possible to question whether to take this content seriously or lightly. According to the provisions of the law on supervision activities, there are 5 levels of supervision of the National Assembly: Supreme supervision of the National Assembly, supervision of the National Assembly Standing Committee, the Nationality Council and Committees, the National Assembly Delegation and the National Assembly Deputies.

These five levels constitute the totality of supervisory activity. Each activity has its own legal status and effectiveness at each level.
