Since Mr. Vu Huy Hoang has retired, how should his case be handled?

This was the question posed by the press to Minister of Industry and Trade Tran Tuan Anh on the morning of October 27th regarding the implementation of the Central Inspection Committee's conclusions on the violations committed by former Minister Vu Huy Hoang.

Could you please tell us when the Party Committee of the Ministry of Industry and Trade will meet to implement the directives and conclusions of the Central Inspection Committee?

Since this is a decision recently approved by the Central Inspection Committee, we will hold a meeting to implement it once we receive the official document. We have not yet received the official written document. However, we have fully grasped the spirit of the decision. We will certainly hold a meeting soon to implement the Central Inspection Committee's decision.

During the Party Committee meeting, we will comprehensively assess and clarify the requirements of the inspection, and then develop an implementation plan in accordance with those requirements. The inspection conclusions are one thing, but from practical experience gained through the past period of meetings and self-criticism, we have also recognized the issues and developed comprehensive solutions to fundamentally address them.

So, what will be the approach to implementing the conclusions of the Central Inspection Committee?

Although the conclusion points out specific issues, it encompasses a long process ranging from personnel decisions to general cadre work and other matters. Therefore, we are fully implementing the directives in the Central Inspection Committee's conclusion, adhering to the Party's principles, and clearly demonstrating our commitment to overcoming shortcomings and further improving our compliance with Party principles and State laws.

Furthermore, it is also necessary to comply fully with the law; therefore, these issues need to be considered and clarified in the spirit of correcting mistakes wherever they occur, in accordance with the conclusions of the inspection and audit and the provisions of the law. Therefore, I can only affirm that in the coming time, the Party Committee will direct and organize the implementation of this conclusion and carry it out seriously and fully.

He previously stated that the appointment process of Vu Quang Hai, son of Vu Huy Hoang, contained errors. So, what were the specific errors in the appointment?

I cannot go into full detail here, as it involves a long process and period of time. Mr. Hai's career itself involved being transferred to many different positions. From the very first inspection phase, we identified existing violations and wrongdoings. And the conclusion of the Central Inspection Committee clearly reflects the self-criticism spirit of the Party Committee, specialized agencies, advisory bodies, and the individuals and collectives of the Party Committee.

The errors, violations, and some irregularities in this case are clearly evident in the research and application of legal regulations, as well as the State's guidelines, regulations, and policies on personnel management, which were not complete or comprehensive. Furthermore, there was a lack of full understanding within the broader context of society and state management. Therefore, some decisions, including those related to recruitment, appointment, and transfer, reveal errors in understanding and decision-making regarding personnel matters.

As I said, the extent of the violations, the responsibilities of those involved in the process, how to handle the personnel in the case, and the authority in making personnel decisions will be clarified by the advisory bodies and relevant agencies under the direction of the Party Committee, and appropriate solutions will be proposed in accordance with the spirit of the Central Inspection Committee's directives.

As you mentioned, there were irregularities in the decision to appoint Mr. Vu Quang Hai, and the conclusion of the Central Inspection Committee also requested the Ministry of Industry and Trade to revoke those erroneous decisions. So, will the Ministry revoke the decision to appoint Mr. Vu Quang Hai?

Our position is to fully embrace the spirit of the Central Inspection Committee's conclusions, as well as our working process with the Central Inspection Committee's inspection team, based on the principle of correcting mistakes wherever they occur. Of course, the extent of the violations, the form of disciplinary action, and especially the specific course of action will have to wait for our advisory bodies to determine the appropriate course of action based on the general regulations of the Party and the laws of the State.

The appointment of Mr. Vu Quang Hai, regardless of whether it was right or wrong, has already sparked much controversy in public opinion. Will the Ministry of Industry and Trade reconsider transferring Mr. Hai to another position?

As we have stated, our solutions are all geared towards addressing systemic shortcomings, particularly those existing within the Party Committee, as well as related units and individuals. Our approach aims to comprehensively rectify the inadequacies and deficiencies in the leadership and management as well as the responsibilities of the Party Committee, rather than focusing solely on specific issues.

However, the specific story of any comrade, whether Vu Quang Hai or any other individual, is part of that overall process. Of course, there has been much public discussion, and we have a responsibility to listen and compare it with the legal framework and regulations of the state, the roles and responsibilities, and the implementation of state policies and laws by the relevant agencies, including the Ministry of Industry and Trade and the Party Committee of the Ministry of Industry and Trade.

Therefore, any solution we propose must take into account that comprehensive factor, those general principles. At the same time, it must systematically and fundamentally address and rectify past mistakes and violations.

According to the conclusions of the Central Inspection Committee, while specific recommendations have been made by Party agencies, how will the State handle the case of Mr. Vu Huy Hoang, who has already retired?

I cannot comment on this matter because I am not the authority responsible for managing this issue; I am merely the Minister of Industry and Trade and a member of the Party Committee. However, as I said, things are very clear here: the Central Inspection Committee has concluded on Party discipline, and the collectives and individuals of the Ministry of Industry and Trade and the Party Committee of the Ministry of Industry and Trade must comply with and implement it.

Regarding the conclusion, it is clearly stated that the Party Committee of the Ministry of Industry and Trade will continue to direct units to conduct reviews of responsibilities and consider appropriate disciplinary actions for any violations or wrongdoings as mentioned in the conclusion. At the same time, measures will be taken to address existing issues related to personnel management, as well as the specific cases mentioned in the conclusion, and the Ministry will implement these measures in the near future.
