How to deal with Mr. Vu Huy Hoang's retirement?

This is the question the press asked Minister of Industry and Trade Tran Tuan Anh on the morning of October 27 about the implementation of the Central Inspection Committee's conclusion regarding the violations of former Minister Vu Huy Hoang.

Could you please tell us when the Party Executive Committee of the Ministry of Industry and Trade will meet to implement the conclusion of the Central Inspection Commission (CIC)?

Since this is a newly approved decision of the Central Inspection Committee, when we receive the official decision, we will hold a meeting to implement it. We have not yet received the official document. However, we have fully grasped the spirit of this decision. We will certainly hold a meeting soon to implement the decision of the Central Inspection Committee.

When we meet with the Party Executive Committee, we will evaluate and clarify all the requirements in the inspection, and from there, we will come up with an implementation plan according to the requirements. The inspection conclusion is one thing, but from the practical experience of our activities and reviews over the past time, we have also recognized the problem, in order to have a comprehensive solution to fundamentally overcome it.

So how will the Central Inspection Commission's conclusion be implemented?

Although the conclusion raises specific issues, it is a long process from personnel decisions to general personnel work and other issues. Therefore, on the one hand, we fully implement, in accordance with the direction in the conclusion of the Central Inspection Commission, in accordance with the Party's principles and clearly demonstrate the spirit of overcoming shortcomings and continuing to improve the implementation of the Party's principles and State laws.

In addition, it is also necessary to implement correctly and fully according to the provisions of the law, so these issues need to be considered and clarified in the spirit of correcting where there is a mistake, correcting it in accordance with the spirit of the inspection and examination conclusion and legal provisions. Therefore, I can only affirm that in the coming time, the Executive Committee will direct and organize the implementation of this conclusion and seriously and fully deploy it.

You once said that the process of appointing Mr. Vu Quang Hai, son of Mr. Vu Huy Hoang, had errors. So what were the specific errors in the appointment?

I cannot say it all here, because it is a long process. During his work, Mr. Hai was transferred to many different positions. Right from the first inspection stage, we identified the violations and mistakes that had occurred. And in the conclusion of the Central Inspection Commission, the spirit of self-criticism of the Party Executive Committee, professional agencies, advisory agencies, and individuals and collectives of the Executive Committee was clearly shown.

Errors, violations and some violations in this case are clearly shown in the process of researching and applying the provisions of the law as well as the instructions, regulations and policies of the State in personnel work that are not complete and comprehensive. At the same time, there is no complete understanding in the general context of society as well as in state management. Therefore, in some decisions including in receiving, appointing and rotating, errors in understanding and in the way of making decisions about personnel are revealed.

As I said, the extent of the violations, who is responsible in that process, how to handle the personnel in the case, and the authority in making personnel decisions will be clarified by the advisory agencies and relevant agencies under the direction of the Personnel Committee and propose appropriate handling directions in accordance with the direction of the Central Inspection Commission.

As you said, there were violations in the decision to appoint Mr. Vu Quang Hai. The conclusion of the Central Inspection Committee also required the Ministry of Industry and Trade to withdraw those erroneous decisions. So will the Ministry withdraw the decision to appoint Mr. Vu Quang Hai or not?

Our viewpoint is to fully accept the spirit of the conclusion of the Central Inspection Commission, as well as in our working process with the Central Inspection Commission's inspection team, the principle is to correct any mistakes. Of course, the extent of the violations, the form of handling and especially the specific direction of resolution must wait for our advisory agencies to base on the general regulations of the Party and the laws of the State to make appropriate decisions.

The appointment of Mr. Vu Quang Hai, whether right or wrong, has already caused too much controversy in public opinion. Will the Ministry of Industry and Trade reconsider transferring Mr. Hai to another position?

As we have said, our solutions are all aimed at overcoming systemic shortcomings, especially those existing in the Party Executive Committee, as well as related units and individuals. Our solution is aimed at comprehensively overcoming shortcomings and shortcomings in the leadership and management as well as the responsibilities of the Party Executive Committee, not just focusing on specific stories.

However, the specific story of each comrade, Vu Quang Hai or any other individual is also part of that general cycle. Of course, there are many public opinions, we have the responsibility to listen and compare the framework, state legal regulations, roles and responsibilities as well as the implementation of state legal policies of that agency, including the Ministry of Industry and Trade, the Party Committee of Industry and Trade.

So any solution we talk about must take into account that comprehensive factor, those general principles. At the same time, we must fundamentally and systematically address and correct past mistakes and violations.

According to the conclusion of the Central Inspection Committee, in terms of the Party, the Party agencies have made specific recommendations, but in terms of the State, how will Mr. Vu Huy Hoang be handled now that he has retired?

I cannot comment on this matter because I am not the authority in charge of this issue, I am just the Minister of Industry and Trade, a member of the Party Committee. However, as I said, we are very clear here, the Central Inspection Commission has concluded on Party discipline and the collectives and individuals of the Ministry of Industry and Trade, the Party Committee of the Ministry of Industry and Trade must comply and implement.

As for the content of the conclusion, it is very clear that the Party Executive Committee of the Ministry of Industry and Trade will continue to direct the units to organize the review of responsibilities and have appropriate forms of consideration and handling of responsibilities for violations and mistakes, if any, as stated in the conclusion. At the same time, there will be measures to handle existing problems related to personnel work, as well as specific cases in the conclusion, and the Ministry will implement them in the coming time.
