"The PLO Executive Committee calls on the international community to take serious action to convene a full-fledged international conference under the auspices of the United Nations," the statement said.
The PLO hopes that the conference will ensure "the establishment of an independent Palestinian state with its capital in East Jerusalem" within the borders that existed before the 1967 Arab-Israeli conflict.
In addition, during this conference, the parties must also find solutions to the problem of refugees and Palestinian citizens in Israeli prisons according to United Nations resolutions.
